Job summary

GovTech in Singapore is seeking a seasoned design leader to define and drive the experience vision for the Workplace Experience Programme. You will shape how workplace journeys come together across digital, operational, and physical touchpoints and lead the design team to raise standards.

About Workplace Experience Programme

The Workplace Experience Programme connects workplace services end-to-end so public officers spend less effort navigating systems, re-entering information, and moving between fragmented experiences.

We're looking for a seasoned design leader to define and drive the experience vision across this portfolio. You will shape how workplace journeys come together across products and touchpoints, including journeys that may span digital interactions, operational processes, and physical environments. You will ensure these experiences feel coherent and intuitive while accounting for distinct user needs and contexts. You will lead and develop the design team, including our design research capability, raise design standards, improve ways of working, and strengthen design's strategic influence alongside product and engineering leadership.

What you will be working on

• Lead and develop the design team, hiring for the team, coaching designers and design leads to grow their craft, judgement, and leadership capability across the portfolio.
• Establish the experience and design direction for the Workplace Experience Programme, translating organisational goals and user needs into a coherent vision that guides multiple product teams across the programme.
• Champion end-to-end workplace journeys across products and touchpoints, identifying fragmentation across digital interactions, operational processes, and physical environments, and shaping how these come together coherently for public officers.
• Establish and govern portfolio-level experience principles and quality standards, creating consistency across journeys, interaction patterns, information architecture, and key touchpoints while giving product teams autonomy to solve distinct user problems.
• Evolve the programme's shared design system together with product and engineering leadership, and drive its consistent adoption across products and platforms.
• Drive cross-functional alignment with product and engineering leadership, building strategic partnerships that position design as a core contributor to programme strategy and outcomes.
• Shape the workplace experience for public officers across Singapore's government, improving how workplace products and services come together in their day-to-day work.
• Define how multiple products and touchpoints come together as one coherent experience, rather than optimising individual products in isolation.
• Build and develop a design and research capability with real ownership over experience quality, shared standards, and how the programme works.
• Work alongside product and engineering leadership to strengthen design's strategic influence in a programme with visible, meaningful impact on how government works.

What we are looking for

• 12+ years of experience in product or experience design, with meaningful experience at senior, lead, principal, or design management level shaping complex products, platforms, or services across multiple teams.
• Extensive experience leading design for a portfolio of products and experiences, with a track record of setting direction across multiple teams and complex programmes.
• Strong systems thinking, with experience designing end-to-end experiences that span multiple products, channels, and touchpoints.
• Clear articulation of design vision and strategy to senior stakeholders, translating user needs and design rationale into language that shapes product and programme decisions.
• Proven ability to establish and govern quality standards and shared design systems at scale, balancing consistency across a portfolio with the flexibility teams need to solve distinct problems.
• Strong cross-functional leadership, with experience partnering closely with product and engineering leaders to shape shared direction, operating models, and investment decisions.
• Ability to operate at both strategic and practical levels, setting portfolio direction while remaining close enough to the work to review quality, challenge assumptions, and help teams navigate difficult design decisions.
