Job summary

Skills and Workforce Development Agency (SWDA) in Singapore seeks a Manager/Senior Manager in Research, Data Analytics and Insights to drive evidence-based planning and reporting across career development, employment services and capability building initiatives.

You will design research instruments, manage datasets, perform robust analyses and translate findings into actionable recommendations for management decisions. A strong Excel, BI/Tableau background and clear communication are essential.

Qualifications

• Relevant experience in data analytics, research, business intelligence, programme evaluation, survey analysis, management reporting.
• Strong proficiency in Microsoft Excel, including formulas, pivot tables, lookups, Power Query, data cleaning and quality checks.
• Familiarity with quantitative and qualitative research methods, survey design and interpretation of feedback data.
• Experience with data visualisation tools such as Power BI or Tableau and analytical tools like SPSS, SQL, Python or VBA.
• Ability to work with complex, incomplete datasets and produce traceable analysis for decisions.
• Strong writing and communication skills to explain findings to non-technical audiences.

Responsibilities

• Clarify management questions, policy issues or programme decisions that data should answer.
• Design or refine survey instruments to generate usable evidence on learner profile, needs and outcomes.
• Support literature reviews to situate findings in labour market trends.
• Consolidate and clean data from surveys, trackers, partner submissions and datasets.
• Conduct descriptive, cross-tab, trend and longitudinal analyses; include qualitative insights.
