Job summary

OCBC Bank in Singapore is seeking an experienced Cyber Engineering - Risk professional to lead delivery of cybersecurity projects under the Cyber Defense Roadmap and other transformation programmes. You will define scope, plans, budgets, and milestones while coordinating across cybersecurity, infrastructure, cloud, data, risk, and audit teams, ensuring governance and timely delivery.

The role requires 8+ years in project management within banking or regulated environments, with PMP/PRINCE2

Qualifications

• Experience delivering complex technology or cybersecurity initiatives in banking or regulated environments.
• Strong governance, planning, and stakeholder-management skills.
• Proven ability to manage scope, schedule, budget, resources, and vendors with executive stakeholders.
• PMP, PRINCE2, or equivalent certification strongly preferred.

Responsibilities

• Lead delivery of cybersecurity projects under the Cyber Defense Roadmap and transformation programmes.
• Develop and maintain project scope, delivery plans, milestones, budgets, resource needs, risks and decisions logs.
• Coordinate delivery across cybersecurity engineering, architecture, infrastructure, cloud, data, risk, audit, procurement, and operations teams.
• Manage project governance, steering committees, status reporting, and escalation of material risks or decisions.
• Track delivery outcomes, vendor commitments, and inter-project dependencies; ensure Day 2 readiness and evidence for audits.

WHAT YOU DO

• Lead delivery of cybersecurity projects under the Cyber Defense Roadmap and other approved transformation programmes.
• Develop and maintain project scope, delivery plans, milestones, budgets, resource requirements, dependencies, risks, issues, and decision logs.
• Coordinate delivery across cybersecurity engineering, architecture, infrastructure, application, cloud, identity, data, risk, audit, procurement, and operations teams.
• Manage project governance, working groups, steering committees, status reporting, executive updates, and escalation of material risks or decisions.
• Track delivery outcomes, financials, vendor commitments, resource utilisation, and inter-project dependencies.
• Drive timely resolution of project risks, issues, control gaps, and delivery blockers with clearly assigned owners and target dates.
• Manage vendor delivery, statements of work, commercial milestones, acceptance criteria, and supporting evidence for payment and closure.
• Ensure security solutions are delivered with documented architecture, testing, control evidence, operational ownership, support procedures, and Day 2 readiness.
• Support regulatory, audit, and risk-management requirements by maintaining complete and traceable project artefacts and evidence.
• Facilitate requirements, design, testing, implementation, transition, and project-closure activities.
• Promote consistent project standards, delivery discipline, lessons learned, and transparent reporting across the cybersecurity portfolio.

WHO YOU ARE

• 8+ years of project or programme management experience, including delivery of complex technology or cybersecurity initiatives.
• Proven experience managing scope, schedule, budget, resources, vendors, dependencies, risks, and executive stakeholders.
• Experience delivering projects in banking, financial services, or another highly regulated environment.
• Good understanding of cybersecurity, infrastructure, cloud, identity, application, data, or security-platform delivery.
• Strong governance, planning, problem-solving, negotiation, and stakeholder-management skills.
• Ability to communicate complex delivery issues clearly and drive decisions, ownership, and follow-through.
• Experience with audit, risk, procurement, financial control, and operational transition requirements.
• PMP, PRINCE2, or equivalent project-management certification is strongly preferred.
• Preferred Experience: Cybersecurity certifications or prior delivery experience across Zero Trust, cloud security, IAM, API security, AI security, or security automation are beneficial.
