Job summary

OCBC Group in Singapore is seeking a seasoned Cyber Engineering - Risk lead to drive cybersecurity initiatives, including Zero Trust and API/Cloud security, across infrastructure, cloud, and data domains.

You will coordinate governance, budgets, risks, and stakeholder communications with senior management, ensuring on-time delivery and Day-2 readiness in a highly regulated financial services setting.

Qualifications

  • 15+ years of experience in technology/cybersecurity or enterprise delivery.
  • Proven track record delivering large-scale cybersecurity or technology transformation programmes in regulated environments.
  • Strong governance, risk, and regulatory understanding (e.g. MAS TRM).

Responsibilities

  • Lead delivery of cybersecurity initiatives under the Cyber Defense Roadmap (CDR) and other programmes.
  • Manage multiple concurrent cybersecurity projects across infra, cloud, network, identity, data, AI, and Zero Trust.
  • Coordinate strategic cybersecurity initiatives including IGA, API security, cloud security, and automation.
  • Translate objectives into delivery plans, budgets, timelines and outcomes.
  • Governance, budgeting, risk management, and reporting for programmes.
  • Ensure Day-2 readiness and clear ownership for new capabilities.

What you do
  • Lead the delivery of cybersecurity initiatives approved under the Cyber Defense Roadmap (CDR) and other strategic transformation programmes.
  • Manage multiple concurrent cybersecurity projects across infrastructure, cloud, network, endpoint, identity, data, AI, Zero Trust, and security engineering domains.
  • Coordinate delivery of strategic cybersecurity initiatives including Zero Trust Architecture, Identity Governance & Administration (IGA), API Security, Cloud Security, AI Security, Security Automation, and other cyber transformation programmes.
  • Translate strategic objectives into executable delivery plans, resource requirements, timelines, and measurable outcomes.
  • Drive programme governance, planning, budgeting, execution, risk management, and status reporting.
  • Manage project financials, resource allocation, vendor engagements, delivery dependencies, and programme risks.
  • Ensure new capabilities are delivered with clear operational ownership, supportability, and Day-2 readiness.
  • Coordinate stakeholders across technology, infrastructure, security, operations, risk, audit, procurement, and business functions.
  • Manage project steering committees, management reporting, programme risks, project escalations, and executive communications.
  • Support delivery of emerging initiatives driven by technology innovation, regulatory requirements, operational resilience, AI adoption, evolving threat landscapes, or changing business priorities.
  • Establish delivery standards, governance processes, and programme management best practices across the cybersecurity portfolio.
  • Contribute to portfolio reporting, delivery metrics, resource planning, budget management, and transformation governance for senior management.
Who you are
  • 15+ years of experience in technology, cybersecurity, infrastructure, cloud, or enterprise transformation delivery.
  • Proven experience delivering large-scale cybersecurity or technology transformation programmes within banking, financial services, or other highly regulated environments.
  • Strong programme and project management experience managing multiple complex initiatives in parallel.
  • Demonstrated experience managing budgets, vendors, delivery schedules, resources, dependencies, and programme risks.
  • Strong stakeholder management skills with experience engaging senior management, executives, and cross-functional teams.
  • Proven track record of delivering programmes on time, within budget, and in accordance with agreed business outcomes.
  • Strong understanding of governance, risk, audit, and regulatory environments (e.g. MAS TRM, HKMA).
  • Good understanding of modern cybersecurity architecture principles, including Zero Trust, identity-centric security, cloud-native security, API security, AI security, and automation-by-design operating models.
  • PMP certification strongly preferred.
  • Cybersecurity certifications (CISSP, CISM, CRISC) are beneficial but not mandatory.
  • Strong communication, leadership, negotiation, and influencing skills.
