Job summary

SSANGYONG ENGINEERING & CONSTRUCTION CO LTD in Singapore is seeking an experienced Cost Control Manager to oversee project cost control and financial monitoring for a major hospital development. The successful candidate will establish and maintain cost control systems, monitor expenditure and variations, and provide timely commercial information to support decision-making.

The role requires 7+ years in construction cost control, with strong Excel and ERP skills, and familiarity with hospital

Qualifications

• Degree in QS, civil eng, construction mgmt, accounting or related discipline.
• Minimum 7 years of experience in construction cost control, project controls, quantity surveying or commercial management.
• Experience in hospital or healthcare projects preferred.
• Strong analytical and numerical skills with good commercial awareness.
• Proficient in Excel and ERP/project cost control systems.
• Knowledge of Primavera P6 is an advantage.
• Familiarity with Singapore construction practices and standard forms of contracts is a plus.

Responsibilities

• Establish and manage project cost control procedures and systems throughout the project lifecycle.
• Develop and maintain the project budget, cost breakdown structure and cost control reports.
• Monitor actual project expenditure against approved budgets and committed costs.
• Track project commitments, procurement costs, subcontract costs, variations and potential cost exposures.
• Prepare monthly cost reports, cost forecasts and financial performance reports for management review.
• Monitor cost movements and identify potential cost overruns, savings opportunities and financial risks.
• Maintain records of variations and their cost implications.
• Coordinate with Planning, Procurement, Contract, QS and Project teams on cost-related matters.
• Review subcontractor and supplier commitments, payment applications and variation costs.
• Assist in evaluating variations, claims and other commercial matters from a cost-control perspective.
• Monitor cash flow, expenditure forecasts and projected final costs.
• Prepare and update EAC, CTC and other cost forecasts.
• Analyse cost variances and provide explanations to senior management.
• Ensure approved budgets and cost commitments are recorded and controlled.
• Review procurement/subcontract packages to monitor budget impact.
• Support earned value, progress measurement and cost-to-progress analysis.
• Prepare management reports and financial presentations.
• Monitor potential commercial and contractual risks affecting costs.
• Maintain documentation and audit trails for cost information.
• Support close-out and final cost reconciliation.

We are seeking an experienced Cost Control Manager to oversee project cost control and financial monitoring for a major hospital development project in Singapore. The successful candidate will be responsible for establishing and maintaining effective cost control systems, monitoring project expenditure, commitments and variations, preparing cost forecasts and providing timely commercial and financial information to support project management and decision-making.

• Maintain accurate records of approved, pending and potential variations and their cost implications.
• Coordinate with the Contract, Quantity Surveying, Procurement, Planning and Project teams on cost-related matters.

• Assist in evaluating variations, claims and other commercial matters from a cost-control perspective.
• Monitor project cash flow, expenditure forecasts and projected final costs.
• Prepare and update the Estimate at Completion (EAC), Cost to Complete (CTC) and other project cost forecasts.
• Analyse cost variances and provide explanations and recommendations to the Project Director and senior management.
• Ensure that approved budgets and cost commitments are properly recorded and controlled.
• Review procurement and subcontract packages to monitor their impact on the overall project budget.
• Work closely with the Planning team to align project progress, programme status and cost performance.
• Support earned value, progress measurement and cost-to-progress analysis where applicable.
• Assist in the preparation of management reports, project forecasts and financial presentations.
• Monitor potential commercial and contractual risks that may affect project costs.
• Ensure proper documentation and audit trails are maintained for project cost information.
• Support project close-out, final cost reconciliation and preparation of final project cost reports.
• Provide guidance and support to cost control engineers, quantity surveyors and project team members.
• Perform other cost control and commercial duties assigned by the Project Director.

Requirements

• Degree in Quantity Surveying, Civil Engineering, Construction Management, Accounting, Finance or a related discipline.
• Minimum 7 years of relevant experience in construction cost control, project controls, quantity surveying or commercial management.
• Prior experience in hospital or healthcare projects is preferred.
• Strong experience in cost monitoring, budgeting, forecasting and financial reporting for large-scale construction projects.
• Experience in monitoring project budgets, commitments, variations, subcontract costs and cash flow.
• Good knowledge of construction contracts, procurement processes and subcontract administration.
• Good understanding of construction progress measurement and the relationship between project progress and cost performance.
• Experience working closely with Contract, Planning, Procurement, Quantity Surveying and Project Management teams.
• Strong analytical and numerical skills with good commercial awareness.
• Proficient in Microsoft Excel and other project cost control or ERP systems.
• Knowledge of Primavera P6 and integration of project programme and cost data will be an advantage.
• Familiarity with Singapore construction practices and standard forms of construction contracts will be an advantage.
• Strong communication, coordination, reporting and problem-solving skills.
• Able to work independently and manage multiple cost-control activities within a large-scale project environment.
