Job summary

OCBC Group is recruiting a senior Markets Operations professional to lead the control framework, governance, and data governance agenda. You will anchor operational resilience, regulatory discipline, and country oversight, while driving automation and proactive risk detection across Markets Operations.

You will work with Business, Technology and Change teams to define sustainable data architecture and governance standards, while guiding governance forums and ensuring remediation progress.

Qualifications

  • 15–20 years of experience in Markets Operations, operational risk, or regulatory assurance within a regulated financial institution.
  • Proven experience designing and managing control processes, governance forums, issue management, and operational assurance models.
  • Strong understanding of Markets products, regulatory expectations, and country regulatory requirements.
  • Experience working across multiple jurisdictions, functions, and senior stakeholders.
  • Ability to leverage data, analytics, and structured reporting to strengthen transparency and decision-making.
  • Excellent executive communication and stakeholder influencing skills.
  • Structured, disciplined, and evidence-based decision-making.

Responsibilities

  • Lead the design, implementation, and continuous improvement of the Markets Operations control framework, ensuring effective risk management and remediation.
  • Provide structured oversight of Country Operations and COE activities, balancing local regulatory needs with global standards.
  • Drive data governance across MIS, data strategy, and reporting to enable trusted insights for leadership.
  • Establish KPI, KRI, and SLA reporting, with governance forums for issue management and assurance outcomes.
  • Collaborate with Change and Risk teams to embed control-by-design in transformation initiatives.
  • Build and lead a team with capabilities in operational risk, regulatory governance, and data analytics.

This role anchors the Control pillar of the Markets Operations leadership structure and acts as a senior guardian of operational resilience, regulatory discipline, Country operational oversight, control effectiveness and data-led decisioning.

What you do
  • Operations Control Framework Lead the design, implementation and continuous improvement of the Markets Operations control framework. Drive control effectiveness, control redesign, risk assessment, self-control attestation and remediation discipline across Markets Operations. Ensure key operational risks are identified, measured, escalated and remediated through a transparent governance model.
  • Country and COE Oversight Provide structured oversight of Country Operations and COE activities to ensure consistency, resilience and alignment to global Markets Operations standards. Balance local regulatory, client and market-specific requirements with centralised governance, specialist expertise and standardised controls.
  • Data Strategy & Governance Lead the Markets Operations data governance agenda, covering data quality, ownership, lineage, reporting standards, analytics and management information. Oversee MIS, SDM, data strategy, data execution and analytics to enable trusted reporting and better operational decision-making. Partner Business, Technology and Change teams to define sustainable data architecture and governance standards for operational processes.
  • Performance, Regulatory, Governance and Service Level Assurance Establish consistent KPI, KRI, SLA and service-level reporting across Markets Operations. Provide group-level performance transparency to senior leadership, highlighting operational health, emerging risks, service trends and remediation progress. Ensure regulatory obligations, country-specific requirements and control commitments are tracked, evidenced and governed effectively. Chair or support governance forums covering control, country oversight, data governance, issue management and service assurance. Drive disciplined issue intake, root-cause analysis, action ownership and closure governance. Partner Risk, Compliance and Audit to ensure assurance outcomes are sustainably addressed and embedded into BAU controls.
  • Strategic Control Transformation Work with Change Governance to ensure transformation initiatives embed control-by-design principles. Ensure interim or manual controls have clear ownership, compensating controls and a defined path to strategic remediation. Promote automation, analytics, standardised reporting and proactive risk detection across Markets Operations.
  • People Leadership & Capability Building Build and lead a specialist control, country oversight and data governance team with strong technical, analytical and stakeholder management capabilities. Develop future-ready capabilities in operational risk, regulatory governance, data analytics, service performance and assurance. Foster a culture of transparency, constructive challenge, ownership, control discipline and continuous improvement.
Who you are
  • Minimum 15-20 years of experience in Markets Operations, operational risk, control governance, data governance, regulatory assurance, country oversight or transformation within a regulated financial institution.
  • Proven experience designing and managing control process overlay, control frameworks, governance forums, issue management processes and operational assurance models.
  • Strong understanding of Markets products, operational lifecycle, country regulatory requirements, risk controls and data governance principles.
  • Experience working across multiple jurisdictions, functions and senior stakeholder groups.
  • Demonstrated ability to use data, analytics and structured reporting to improve transparency, control effectiveness and management decision-making.
  • Strong control, risk and governance mindset.
  • Deep understanding of Markets Operations processes and regulatory expectations.
  • Strong data governance and analytics appreciation.
