Job summary

BAYES RECRUITMENT PTE. LTD. is seeking a Manager, Contracts (Site) to oversee the Site Contracts and Commercial teams in Singapore. You will advise on contractual, procurement and claim issues and ensure compliance with regulatory and customer requirements in tenders and contracts proposals.

You will lead contract activities, establish policy, manage stakeholders, and drive successful procurement and cost-control within project timelines.

Qualifications

• Bachelor’s Degree in Science, Civil or Engineering.
• At least 10 years of experience in procurement of construction/infrastructure projects.
• At least 8 years of supervisory experience managing a team of Quantity Surveyors.
• Experience in the construction industry.

Responsibilities

• Reflect PD/PM’s intention in project communications with stakeholders.
• Establish contract management policy/tactics aligned with PD/PM’s plan.
• Manage Contract & Commercial teams.
• Prepare procurement schedule for permanent works per Master Programme.
• Ensure procurement/award aligns with approved schedule.
• Interpret contractual clauses and prepare contractual correspondences.
• Review documents for contractual implications.
• Prepare subcontract documents and purchasing agreements.
• Perform cost estimates and update cash flow charts.
• Identify variation works and contract/extension of time claims.
• Liaise with consultants QS on progress payments and variations.
• Estimate subcontractors’ final cost and endorse monthly/final accounts.
• Lead Contract & Commercial Section in monthly routine tasks.
• Ensure safety and IMS policy compliance.
• Advocate honesty and integrity in the Contracts team.

Job description

The Manager, Contracts (Site) assists the Senior Manager, Contracts in overseeing the operations of the Site Contracts and Commercial team. He/ She is also responsible for providing advice on all contractual, procurement and claim issues and ensuring compliance with regulatory and customer requirements which is aligned with Obayashi’s value proposition and/or commercial strategy in tenders and contracts proposals.

(B) Essential Job Functions:

General

• Close communication with PD/PM to reflect PD/PM’s intention for the project.
• Establish Contracts management policy/tactics in line with PD/PM’s intention.
• Responsible for dealing with authorities, client, consultant management and subcontractors/suppliers.
• Manage Contract & Commercial teams.
• Any ad-hoc tasks assigned by superior.

Planning & Programming

• Prepare and submit procurement schedule for permanent works in accordance to Master Programme.
• Ensure procurement/award for permanent works is in accordance to approved procurement schedule.

Quality

• Ensure that procurement/award is in accordance to Company’s IMS policy.
• Interpret contractual clauses and prepare contractual correspondences.
• Review all incoming and outgoing documents for any contractual implications.
• Prepare subcontract documents and purchasing agreements.

Procurement, Contract, VOs, EOTs

• Performs costs estimates.
• Prepare and update cash flow charts.
• Identify variation works.
• Identify contractual and extension of time claims.
• Liaise with consultants QS on progress payments and variation orders.
• Estimate subcontractors’ final cost.
• Endorses subcontractors’ monthly and final account.
• Estimate Main Contract Final Account.
• Main Contract Final Account Settlement.
• Leads Contract & Commercial Section in monthly routine works such as preparation of subcontract payment certificates, main contract claim etc.

Safety

• Responsible for the compliance to safety & occupational health practices to be implemented at Contract and Commercial Sections.

Others

• Advocate honesty and integrity in the Contracts team.

(C) Minimum Qualifications:

• A Bachelor’s Degree in Science, Civil or Engineering.
• At least 10 years of experience in the procurement of construction projects and infrastructure projects.
• At least 8 years of supervisory experience in managing a team of Quantity Surveyors.
• Experience in the construction industry.
