Job summary

WECRUIT PTE. LTD. seeks an experienced Construction Project Leader to drive large-scale projects from inception through closeout in Singapore.

You will direct project teams, coordinate with consultants and contractors, and ensure delivery on scope, time, budget, safety and regulatory standards. The role requires a degree in civil or related engineering field and at least 15 years of senior leadership construction experience on major building/infrastructure developments.

Responsibilities

• Lead large-scale construction projects from inception to completion.
• Develop project execution strategies, methodologies, resource plans and schedules.
• Direct PMs, engineers, consultants, contractors and subcontractors to meet objectives.
• Monitor progress, budget, quality, safety and SEQDC performance.
• Manage procurement, cost forecasting, contract administration, variations and risks.
• Ensure compliance with WSH, environmental, quality, contractual and regulatory requirements.
• Identify risks and implement corrective and preventive actions.
• Manage stakeholder relationships with clients, authorities and agencies.
• Oversee permits, inspections, commissioning, handover and closeout.
• Prepare management reports and contribute to tender reviews and pre-construction planning.

• Monitor project progress, programme, budget, quality, safety, and overall SEQDC performance.
• Manage procurement, cost forecasting, contract administration, variations, and commercial risks.
• Ensure compliance with applicable WSH, environmental, quality, contractual, and regulatory requirements.
• Identify and mitigate project risks and implement corrective and preventive measures.
• Manage stakeholder relationships, including clients, consultants, authorities, and utility agencies.
• Oversee statutory approvals, permits, inspections, commissioning, handover, and project closeout.
• Prepare management reports and contribute to tender reviews, pre-construction planning, and business development activities.

Requirements

• Degree in Civil Engineering, Structural Engineering, Construction Management, Building, or a related discipline.
• Minimum 15 years of relevant construction industry experience, including substantial project management and senior leadership experience.
• Extensive experience in large-scale building or infrastructure developments.
• Strong knowledge of construction methodologies, project controls, contract administration, procurement, cost management, and risk management.
• Familiarity with Singapore construction regulations, statutory approvals, and industry requirements.
