Job summary

HOCK LIAN SENG INFRASTRUCTURE PTE. LTD.d seeks a QA/QC Engineer to implement and monitor QA/QC on construction projects in Singapore, ensuring compliance with drawings, specifications and Singapore standards.

The role covers PQP/ITP development, site inspections across Civil, Structural, Architectural and M&E works, management of non-conformances, documentation, and project handover with a strong emphasis on CONQUAS and ISO 9001 requirements.

Qualifications

• Diploma or Degree in Civil Engineering, Building, Construction Management, Mechanical Engineering, Electrical Engineering or related discipline.
• Relevant experience in construction QA/QC, site inspections, material approval, testing and defect management.
• Knowledge of construction drawings, specifications, ITPs and applicable Singapore construction requirements.
• Familiarity with BCA CONQUAS, ISO 9001 and quality documentation procedures is an advantage.
• Good communication, coordination, problem-solving and reporting skills.

Responsibilities

• Prepare, implement and maintain the Project Quality Plan (PQP), method statements, Inspection and Test Plans (ITPs) and quality procedures.
• Review approved drawings, specifications and technical submissions to identify quality requirements and potential discrepancies.
• Ensure construction activities comply with the Quality Management System and ISO 9001 requirements.
• Coordinate quality audits, inspections, quality meetings and continuous improvement initiatives.
• Conduct quality briefings and communicate workmanship standards to project teams and subcontractors.
• Conduct regular site inspections to verify quality and workmanship against drawings/specifications.
• Coordinate inspections with project engineers, site supervisors, subcontractors, consultants and inspection personnel.
• Inspect Civil, Structural, Architectural and M&E works including reinforcement, formwork, concrete, waterproofing, tiling, finishes and building services.
• Ensure inspections are completed before critical stages such as concrete pouring and concealment.
• Identify defects, non-conforming works and coordinate rectification and re-inspection.
• Monitor compliance with CONQUAS, Quality Mark and project-specific workmanship requirements.
• Review and coordinate material submissions, product specifications, certificates, samples and tech data sheets.
• Verify materials delivered to site comply with approved submissions and specifications.
• Coordinate material inspections, laboratory testing and site testing (concrete tests, waterproofing tests, etc.).
• Monitor test results, identify failures and coordinate corrective actions and re-testing.
• Maintain material approval registers, inspection records and test reports.
• Identify, record and coordinate Non-Conformance Reports (NCRs) for defective works.
• Coordinate root-cause analysis and preventive actions with project teams and subcontractors.
• Maintain NCR and defect registers and verify rectification before closure.
• Escalate major quality issues to the Project Manager.
• Monitor subcontractor quality performance and ensure compliance with approved methods.
• Maintain accurate and traceable quality records, including inspection requests, checklists, test reports, material approvals, NCRs and audit reports.
• Prepare regular QA/QC reports covering inspection status, test results, defects, NCRs and outstanding issues.
• Ensure latest drawings/specs/quality documents are available to site personnel.
• Coordinate with project teams and document controllers for proper filing and retrieval.
• Conduct pre-handover inspections and coordinate rectification of defects.
• Ensure inspections, tests and commissioning records are completed and documented.
• Coordinate compilation of as-built drawings, warranties, certificates, O&M manuals and quality dossiers.
• Support CONQUAS assessments, TOP/CSC-related activities and final handover requirements.
• Assist in resolving defects during the DLP as required.
