NES GLOBAL PTE. LTD. is seeking a Construction Engineer (Civil) to lead and execute on-site construction activities at a major Oil & Energy client site, focusing on HSSE, quality, cost and schedule while collaborating with EPCs/EPCMs for planning.

The role requires strong civil discipline experience, involvement in risk reviews, and ability to manage interfaces with regulators and other stakeholders, including during brownfield and turnaround work, with capacity for extended hours when needed.

Formación

• Diploma/Degree in Engineering.
• 7 years of professional experience in onshore project construction, preferably in refinery, chemical, and/or petrochemical industry.
• Lifting supervisor qualification and/or lifting experience (preferred).
• Experience in civil discipline.

Responsabilidades

• Lead and execute construction activities on site.

• Participate in risk assessments, HAZOPs, design reviews and constructability studies.
• Manage interfaces with regulators and stakeholders.
• Develop execution plans with Client-facing teams and mitigate risks.
• Serve as Authorized Engineer and excavation competent person in permit to work.
• Work primarily on brownfield and revamp projects, including Turnarounds.
• Coordinate resources, sequence activities, and adapt plans as needed.
• Occasionally extend hours or work weekends during Turnarounds.
• Be a proactive team player and perform related duties on site.

Your role

Our major Oil & Energy Client is urgently looking for Construction Engineer (Civil) who will lead and execute construction activities within the Client's Site to achieve sustainable, top quartile (TQ) delivery in HSSE, quality, cost, and schedule. You will collaborate with others (including EPCs/EPCMs) for planning and scheduling.

• Ensures all construction activities comply with regulatory and company HSSE standards and requirements
• Demonstrate and role model positive Leadership attributes; personal integrity and authenticity, inspire & aspire, collaborative, commercial mindset and deliver extraordinary business outcomes
• Contributes to Project development and execution through active participation in required studies (E.g., Risk identification and Management, HAZOP, 3D design reviews, Constructability studies, contracting strategy workshops) and providing construction input early in the project phases.
• Identifies and manages interfaces through regular engagement with stakeholders, including external entities. (E.g., Government regulatory agencies). Manage differing priorities from them to deliver the best possible outcomes for the site.
• Jointly develop execution plans (including HSSE & quality) in partnership with internal Client stakeholders (E.g., Projects, Turnaround, Operations, Maintenance). Identifies and manages risk from simultaneous operations or activities. Proposes practical alternatives to stakeholders for consideration. Implements mitigation plans
• Perform the role of Authorized Engineer and excavation competent person / Civil permit verifier in Client permit to work system. (Training provided) Verifies scope, work method statement and risk assessment are adequate for the planned work.
• Construction scope of mainly brownfield, revamp nature, frequently in Turnaround Events. Requires good understanding and appreciation of associated risks, constraints, and levers to drive and deliver the desired outcome
• Multiple stakeholders to engage and manage, especially in an existing manufacturing plant environment with SIMOPS considerations. (E.g., Live plant, Turnaround environments)
• Prioritize field execution sequence and resources when conflict arises. Manage available resources well, optimally and demonstrate a high level of resourcefulness. Evaluate work processes, anticipate potential problems, alter plans as needed to achieve effective implementation and drive results.
• Where required to complete the planned works, work extended hour, and weekend works (Including during Turnarounds).
• A committed team player able to work on own initiative with minimum supervision.
• Carry out any other related duties as required, including temporary assignments in other sections within the department on site

You are what we are looking for if you:

• Have minimum Diploma/Degree in Engineering
• Have minimum 7 years of professional experience in onshore project construction, preferably in refinery, chemical, and/or petrochemical industry
• Have lifting supervisor qualification and/or actual lifting experience (preferred)
• Have experience in civil discipline
