Job summary

South Central Community Family Service Centre Limited is seeking a visionary Chief Executive Officer to guide a mission‑driven charity. You will lead strategic direction, governance, and a broad portfolio across housing, livelihood, and child development, while strengthening partnerships with government, funders, and the community.

You will drive digital transformation, ensure fiscal sustainability, and build a high‑performing team focused on impact, compliance, and evidence‑informed practice

Qualifications

• Degree in a relevant discipline; postgraduate qualification preferred.
• At least 10 years of senior leadership experience in social service/non-profit/public sector.
• Demonstrated experience in organisational leadership, financial stewardship, and regulatory compliance.
• Strong understanding of the Singapore social service and charity governance landscape.
• Experience in programme management, strategic planning, and cross-sector collaboration within social services (housing, livelihood, social mobility) is an advantage.

Responsibilities

• Provide strategic direction and board-level oversight to advance the organisation's mission and sustainability.
• Lead and develop the senior management team and staff; establish HR policies and succession planning.
• Promote collaboration, accountability, and continuous improvement across SCC’s operations.
• Ensure compliance with governance, funding, and service standards; oversee reporting to funders and regulators.
• Oversee the HOLI vertical leadership (KeyStart, Livelihood, Fresh Start) with programmatic integration.
• Drive fundraising and financial sustainability through proposals, grants, and partnerships.
• Represent SCC and nurture relationships with government agencies, funders, and community partners.
