Activate Interactive Singapore is seeking a Technical Business Analyst to support MOM with enterprise data services, data replication and system integrations. The role focuses on translating business needs into detailed requirements, coordinating with vendors, and ensuring data quality across platforms.
You will drive platform enhancement, testing, and production support, while aligning with security, governance and cloud initiatives.
Qualifications
- Degree in Information Technology, Computer Science, Information Systems, Engineering or a related discipline.
- At least 5 years of relevant experience in Business Analysis, Systems Analysis, Application Support, Integration Services or Enterprise Data Platforms.
- Strong experience in requirements gathering, stakeholder engagement and solution analysis.
- Good understanding of Oracle databases, data structures, SQL queries and database concepts.
- Experience supporting enterprise applications, system integrations, data exchange platforms or customer-facing digital services.
- Experience coordinating SIT, UAT, deployment activities and production support.
- Understanding of RESTful APIs, web services, API authentication methods and enterprise integration patterns.
- Excellent communication and stakeholder management skills.
- Strong analytical, problem-solving and troubleshooting skills.
- Familiarity with Oracle GoldenGate (OGG), data replication technologies or change data capture solutions.
Responsabilités
- Engage stakeholders to understand business objectives, operational requirements and customer needs, and translate them into clear business, functional and technical requirements.
- Perform impact assessments, analyse business processes, document user stories and acceptance criteria, and review solution designs to ensure proposed solutions meet objectives.
- Work closely with technical teams and vendors to ensure requirements are accurately interpreted and effectively implemented.
- Support enterprise data replication and data exchange services that facilitate movement of data across multiple systems.
- Review source and target data structures, identify dependencies and assess impact of changes on data flows.
- Collaborate with DBAs and vendors to support replication technologies like Oracle GoldenGate and troubleshoot issues.
- Onboard new data integrations, review interfaces, validate data mappings and facilitate end-to-end testing.
- Contribute to platform enhancement and modernisation, evaluate options and support cloud adoption.
- Coordinate SIT, UAT, testing and production verification activities.
- Provide production support and drive service reliability and data quality improvements.
- Assist with security, governance, and audits to ensure compliance with policies.

Location: 18 Havelock Road
As a Technical Business Analyst deployed to the Ministry of Manpower (MOM), you will play a key role in supporting and enhancing enterprise data services, system integrations and customer-facing digital platforms.
You will engage stakeholders to understand business objectives, operational requirements and customer needs, and translate them into clear business, functional and technical requirements.
You will perform impact assessments, analyse business processes, document user stories and acceptance criteria, and review solution designs to ensure proposed solutions meet business, operational and technical objectives.
You will work closely with technical teams and vendors to ensure requirements are accurately interpreted and effectively implemented.
You will support enterprise data replication and data exchange services that facilitate the movement of data across multiple source and consuming systems.
You will analyse replication requirements, review source and target data structures, identify dependencies and assess the impact of system, application and database changes on existing data flows.
You will work closely with database administrators and vendors to support replication technologies such as Oracle GoldenGate, troubleshoot replication issues, investigate data discrepancies and ensure data consistency across systems.
You will also support the onboarding of new data integrations, review interface specifications, validate data mappings and facilitate end-to-end testing of data exchange services.
You will contribute to the enhancement and modernisation of enterprise platforms and digital services by identifying opportunities to improve system capabilities, scalability, resilience and operational efficiency.
You will evaluate solution options, support technical assessments and participate in initiatives involving application modernisation, integration improvements, cloud adoption and service optimisation.
You will coordinate SIT, UAT, integration testing and production verification activities.
You will develop test scenarios, validate business requirements and ensure solutions are thoroughly assessed before implementation.
You will support deployment planning, implementation activities and post-deployment validation.
You will support production operations across enterprise applications, integration services and data platforms.
You will investigate incidents, perform impact assessments, facilitate root cause analysis and coordinate resolution efforts across technical teams and vendors.
You will identify recurring issues and improvement opportunities to strengthen service reliability, operational resilience and data quality.
You will support audits, security reviews, vulnerability remediation activities and compliance assessments.
You will work with application, infrastructure and security teams to ensure systems comply with government ICT policies, security standards and operational requirements.
You will serve as a key liaison between business stakeholders, vendors and technical teams.
You will facilitate discussions, coordinate delivery activities, manage risks and issues, and ensure successful implementation of technology solutions.
You will maintain business requirements, solution specifications, integration documentation, operational procedures and support guides.
You will ensure documentation remains complete, accurate and current to support ongoing support and maintenance activities.
The ideal candidate enjoys solving complex business and technical problems across interconnected enterprise systems. You are comfortable analysing system dependencies, understanding data flows and integrations, and investigating issues spanning applications, databases, APIs and infrastructure layers.
You possess strong analytical and troubleshooting skills and are able to communicate effectively with both technical and non-technical stakeholders. You are confident working with database administrators, developers, infrastructure engineers and vendors to drive issues to resolution.
Experience supporting enterprise data platforms, Oracle databases, Oracle GoldenGate replication environments, data exchanges, system integrations or large-scale production support environments will be highly advantageous.
Experience supporting customer-facing digital services or working within a government technology environment will be an added advantage

- Experience with data migration, reconciliation, validation and data quality management.
- Understanding of cybersecurity principles, vulnerability management and secure application delivery practices.
- Understanding of the container lifecycle and Kubernetes-based application environments, including image management, deployment, configuration, release, and promotion across environments.
- Understanding of network and infrastructure components, including servers, firewalls, reverse proxies, load balancers, DNS, ports, protocols, and connectivity.
- Understanding of RHEL-based operating systems, including basic system administration, configuration, log analysis, file management, and troubleshooting.
