Job Summary

Manage IT projects within a government agency, combining project management and business analysis skills. Develop frontend web applications using ReactJS and related technologies while supporting system operations, vendor management, and continuous service improvements.

Responsibilities

• Independently lead IT projects within a government agency, managing project scope, timelines, and stakeholder engagement to deliver successful outcomes


• Develop frontend web applications using ReactJS, JavaScript, HTML5, and CSS3, collaborating with business users, UX designers, and developers to ensure responsive, accessible, and maintainable solutions


• Oversee daily business-as-usual (BAU) operations to maintain high system availability, performance, and reliability


• Serve as the primary contact for business users to resolve system issues, handle service requests, and coordinate enhancements


• Manage and prioritize incidents, service requests, and change requests according to service level agreements (SLAs)


• Conduct root cause analysis and collaborate with IT teams, vendors, and the Government Technology Agency to resolve system issues


• Ensure data quality, integrity, and appropriate usage across systems, enforcing governance and compliance with relevant policies including the Personal Data Protection Act


• Support system enhancements and releases by analyzing requirements, coordinating testing, and managing deployment activities


• Maintain comprehensive system documentation, standard operating procedures (SOPs), and knowledge base articles


• Drive data quality initiatives, reporting, and analytics to inform policy-making and operational decisions

Preferred competencies and qualifications

• Ability to manage vendors and support service delivery within an SLA-driven environment to ensure consistent service quality


• Proficiency with requirements management tools such as JIRA and Confluence to facilitate effective project tracking and documentation


• Knowledge and experience with Whole-of-Government (WoG) tools including ApplySG, Ogre/Opus, and Optical CMS is advantageous


• Strong analytical, troubleshooting, and stakeholder management skills to effectively address complex issues and maintain user satisfaction
