Job summary

ADDX Pte. Ltd. seeks an experienced AML/CFT professional to own the AML/CFT programme and serve as MLRO.

The role reports to Head, Group Legal & Compliance and involves close engagement with MAS, law enforcement and partner institutions. The successful candidate will lead risk assessment, reporting and monitoring across the enterprise. The position requires ownership of policies, regulatory compliance and the ability to escalate issues promptly, while maintaining independence in judgement and

Qualifications

  • Bachelor's degree; field preferred: law, banking, finance or business.
  • 4–8 years AML/CFT experience in a MAS-regulated financial institution.
  • Experience as MLRO, deputy MLRO or senior AML officer.
  • Knowledge of MAS Notices SFA02-N05, SFA04-N02 and related acts.
  • Experience designing or executing a compliance monitoring and testing programme.
  • Strong written English; ability to report to MAS and the Board.

Responsibilities

  • Own AML/CFT programme and MLRO function.
  • Maintain AML/CFT policies, procedures and controls per MAS guidance.
  • Conduct enterprise-wide AML/CFT risk assessments.
  • Report AML/CFT risk, control performance and escalations to Head, Group Legal & Compliance and senior management/Board.
  • Oversee customer risk, due diligence and transaction monitoring.
  • Coordinate regulatory reporting and liaison with MAS, law enforcement and partner institutions.
  • Design and monitor the compliance monitoring/testing programme and ensure timely remediation.
  • Engage with MAS, licensing teams and governance bodies on regulatory matters.

ADDXisregulatedbytheMonetaryAuthorityofSingaporeasaRecognisedMarketOperatorandaholderofaCapitalMarketsServiceslicence.TheAML/CFTframeworkisthereforegovernedbyMASNoticeSFA02-N05andMASNoticeSFA04-N02,togetherwiththecorrespondingMASGuidelines.

TherolereportstotheHead,GroupLegal&Compliance.Itcarriestwomandates.ThefirstisownershipoftheAML/CFTprogrammeandtheMLROfunction.ThesecondisdeliveryofthecompliancemonitoringandtestingprogrammeofADDXPte.Ltd.outsideAML/CFT,buildingasecondareaofdepthwithinthecomplianceteam.

Thesuccessfulcandidatemustbeabletoexerciseindependentjudgement,escalatewithoutprompting,andengageMAS,lawenforcementandpartnerfinancialinstitutionsdirectly.

Responsibilities:

  • ActasMLROforADDXPte.Ltd.andserveasthesinglereferencepointtowhomemployees,officersandrepresentativesmustrefersuspiciousactivity.
  • OwntheAML/CFTpolicies,proceduresandcontrols,andmaintainthemagainstMASNoticeSFA02-N05,MASNoticeSFA04-N02andthecorrespondingMASGuidelines.
  • Conductandmaintaintheenterprise-wideriskassessmentformoneylaundering,terrorismfinancingandproliferationfinancingrisks.
  • ReportonAML/CFTrisk,controlperformanceandmaterialescalationstotheHead,GroupLegal&Complianceand,whererequired,toseniormanagementandtheBoard.
  • MaintaindirectescalationaccesstoseniormanagementandtheBoardonAML/CFTmatters.
2.Customerrisk,duediligenceandtransactionmonitoring
  • Actastheescalationpointforcustomerriskdecisions,includingapprovalofhigher-riskonboardingandperiodicreviewoutcomes.
  • Reviewenhancedduediligencefilesforpoliticallyexposedpersons,higher-riskjurisdictionsandcomplexownershipstructures.
  • Approvetransactionmonitoringescalationsandownscenariodesign,thresholdcalibrationandpost-implementationtuning.
  • Assessadversenews,sanctionsandname-screeningmatches,anddeterminethedispositionoftrueandfalsepositives.
  • Settherisk-basedfrequencyofperiodicreviewsandmonitorcompletionagainstit.
3.Suspicioustransactionreportingandlawenforcementliaison
  • DeterminewhetherareportisrequiredandfilesuspicioustransactionreportswiththeSuspiciousTransactionReportingOfficeoftheCommercialAffairsDepartment,withinthetimelinesprescribedundertheCorruption,DrugTraffickingandOtherSeriousCrimes(ConfiscationofBenefits)Act1992.
  • FileterrorismfinancingreportswheretheTerrorism(SuppressionofFinancing)Act2002requiresthem,andnotifyMASwheretheapplicableAML/CFTnoticerequiresnotification.
  • Maintaintheinternalreferral,assessmentanddecisionrecordforeveryescalation,includingdecisionsnottoreport.
  • Managerequestsforinformationfromlawenforcementagencies,MASandpartnerfinancialinstitutions,andcontrolthetipping-offriskarisingfromthoserequests.
  • Administeraccountrestrictions,holdsandexitsarisingfromAML/CFTdecisions.
4.Compliancemonitoringandtestingprogramme

Thisistheexpandedelementoftherole.TheholderownstheannualcompliancemonitoringandtestingplanforADDXPte.Ltd.

  • Designandmaintaintheannualrisk-basedcompliancemonitoringandtestingplan,andobtainapprovalforitfromtheHead,GroupLegal&Compliance.
  • Executetestingacrossmarketconduct,licensingandtheRepresentativeNotificationFramework,outsourcing,conflicts,personalaccountdealing,marketinganddisclosure,andtechnologyrisktouchpoints.
  • Reportfindingswitharating,anowner,aremediationactionandaduedate,andtrackremediationtoclosure.
  • Preparetheperiodiccompliancereportforseniormanagement,internalauditandMASinspections.
  • TestingoftheAML/CFTprocessesownedbythisrolemustbeperformedbyanotherofficerinGroupLegal&Complianceorbyinternalaudit.Theholdermustnottestcontrolsthattheholderoperates.
5.Regulatorychange,licensingandregulatoryadministration
  • MonitordevelopmentsundertheSecuritiesandFuturesAct2001,theFinancialAdvisersAct2001,thePaymentServicesAct2019andapplicableMASnoticesandguidelines.
  • Conductgapassmentsagainstinternalpoliciesanddrivetheresultingchangestoclosure.
  • Supportlicensingapplications,variationsandrenewals,includingdraftingsubmissionsandcoordinatinginternalcontributions.
  • AdministertheRepresentativeNotificationFramework,includingappointments,cessationsandchangesofparticulars,withintheprescribedtimelines.
  • MaintaintheregulatoryobligationsregisterandtheAML/CFTtaxonomy.
6.Regulatoryengagement,auditandinspection
  • ActasafirstpointofcontactforMASonAML/CFTmatters,underthedirectionoftheHead,GroupLegal&Compliance.
  • ManageMASinspectionsandthematicreviewsonAML/CFTandcompliancemonitoring,includingdocumentproductionandfollow-upcommitments.
  • CoordinateinternalauditandexternalreviewerengagementscoveringAML/CFT,andcloseoutfindings.
7.Policy,trainingandprojects
  • DeliverAML/CFTandregulatorycompliancetrainingtostaff,theBoardand,whererelevant,distributionpartners,andmaintaintrainingrecords.
  • Contributecompliancerequirementstosystemimplementations,automationandprocessimprovementprojects,includingscreeningandtransactionmonitoringtooling.
  • ProvideAML/CFTinputonnewproducts,newdistributionchannelsandnewmarketsbeforelaunch.
Requirements
  • Bachelor'sdegree.Adegreeinlaw,banking,financeorbusinessispreferred.
  • Fourtoeightyears'experienceinAML/CFTwithinaMAS-regulatedfinancialinstitution.Capitalmarkets,securities,exchangeorfintechexperienceispreferred.
  • DemonstratedexperienceasanMLRO,deputyMLROortheseniorAMLofficerofaregulatedentity,includingresponsibilityforsuspicioustransactionreportingdecisions.
  • WorkingknowledgeofMASNoticeSFA02-N05,MASNoticeSFA04-N02,theCorruption,DrugTraffickingandOtherSeriousCrimes(ConfiscationofBenefits)Act1992andtheTerrorism(SuppressionofFinancing)Act2002.
