Job summary

JDA WMS Pte Ltd in Singapore seeks a seasoned Quantity Surveyor with APQS and RICS accreditation to lead contract administration for major civil and infrastructure projects. You will manage PSSCOC contracts, cost control, risk and procurement oversight, representing the client with main contractors and authorities.

The ideal candidate has 8–10 years in project and contract management, government procurement experience, and strong leadership to mentor staff and report to executives.

Qualifications

• Degree in Quantity Surveying or related field is required.
• APQS and RICS accreditation are required.
• 8–10 years of experience in project and contract management.
• Proven experience with PSSCOC contracts and Singapore government procurement procedures.
• Experience on civil/infrastructure projects (airports, tunnels, water treatment, metro, ports).
• Experience representing clients in contracts with main contractors.

Responsibilities

• Lead full project lifecycle from feasibility to closeout.
• Administer contracts, especially PSSCOC, ensuring compliance and protecting client interests.
• Represent the client in contractual matters with main contractors, consultants, and authorities.
• Manage project planning, scheduling, cost control, and risk management.
• Handle claims, variations, EOT, and final accounts.
• Lead procurement and tender processes, including evaluation, recommendations, and award.
• Provide leadership and mentorship to junior staff.
• Engage with senior stakeholders and provide executive reporting.
• Ensure projects are delivered on time, within budget, and to high quality standards.

Key Responsibilities

• Lead the full project lifecycle from feasibility, design, procurement, construction, to commissioning and closeout.
• Administer contracts, particularly PSSCOC, ensuring compliance and protecting the client’s legal and commercial interests.
• Represent the client in all contractual matters with main contractors, consultants, and authorities.
• Manage project planning, scheduling, cost control, and risk management.
• Handle claims, variations, Extension of Time (EOT), and final accounts
• Lead procurement and tender processes, including evaluation, recommendation, and award.
• Provide leadership and mentorship to junior project and contract management staff.
• Engage with senior stakeholders and provide regular executive-level reporting.
• Ensure projects are delivered on time, within budget, and to the highest quality standards.

Requirements

• Degree in Quantity Surveying, Building, Construction Management, Civil Engineering, or related discipline.
• Professional Accreditation: APQS (Accredited Professional Quantity Surveyor) and RICS (Royal Institution of Chartered Surveyors) accreditation are required.
• Minimum 8–10 years of relevant experience in project and contract management.
• Proven experience with PSSCOC contracts and Singapore government procurement procedures.
• Project Type: Experience in civil and infrastructure projects (e.g., airports, tunnels, water treatment, metro, ports).
• Demonstrated experience representing the client in managing contracts with main contractors.
• Strong project management and planning skills, including scheduling, cost estimation, and procurement.
• Experience working in government agencies, statutory boards, or large infrastructure developers.
• Proficiency in project management software (e.g., Primavera, MS Project).
