Job summary

Ley Choon Group Holdings Limited is seeking a Civil Engineering and Project Management professional to drive successful delivery of underground utilities projects in Singapore. You will collaborate with the Project Manager, clients and teams to plan, monitor, and execute scope, schedule, cost and safety requirements.

Ideal candidates have 3–4 years of relevant experience, strong regulatory knowledge, and proven coordination and communication skills to ensure timely, quality outcomes for complex

Qualifications

• Bachelor's degree in Civil Engineering from PE Board-accredited institution.
• 3–4 years of relevant civil engineering or construction PM experience.
• Strong knowledge of SP Group procedures, utility coordination, and local regulations.
• Good understanding of project planning, coordination, claims, site execution and safety.

Responsibilities

• Assist in planning and managing project scope, schedule, resources and deliverables.
• Review proposals, specs, drawings, and client requirements for planning and execution.
• Coordinate with clients and internal teams to ensure smooth project progress.
• Monitor cost, productivity, quality and resource utilization against targets.
• Support safety compliance and performance with regulatory and client standards.
• Lead regular site checks and address safety gaps with EHS teams.
• Identify risks and contribute to mitigation plans and action tracking.
• Prepare project reports, submissions and claims; attend management/client meetings.

We provide Underground Utilities Infrastructure construction and maintenance, sewer pipeline rehabilitation, road and airfield construction and maintenance as well as asphalt pre-mix production and construction waste recycling.

Job Description

Play a key role in the successful delivery of civil engineering and construction projects, working closely with the Project Manager, clients, and project teams to turn plans into successful outcomes. Drive project progress across planning, cost, safety, claims, and coordination, while proactively managing challenges, supporting the project team, and contributing to the safe, efficient, and timely delivery of quality projects.

Key Responsibilities

• Assist in planning and managing project scope, schedule, resources, and deliverables.
• Review project proposals, specifications, drawings, and client requirements to support effective project planning and execution.
• Liaise with clients and coordinate closely with internal teams to ensure smooth project execution.
• Monitor project progress, cost, productivity, quality, and resource utilisation against project targets.
• Closely monitor project submissions, claims, documentation, and approvals to ensure timely and accurate completion.
• Support the Project Manager in ensuring project safety compliance and performance in accordance with regulatory, company, and client requirements.
• Conduct regular site checks and work closely with EHS teams to identify and address safety gaps.
• Identify project risks and support the implementation of appropriate mitigation measures.
• Coordinate with operations, safety, claims, drafting, and other relevant teams to resolve project issues and maintain work progress.
• Support the preparation of project reports, submissions, claims, and other required documentation.
• Attend management and client meetings, provide project updates, and follow up on key actions and issues.
• Assist in leading and coordinating the project team to ensure clear communication, accountability, and effective execution.
• Proactively support issue resolution and ensure continuity of project progress.
• Contribute to continuous improvement and overall team and organisational performance.

Qualifications

• Recognised Bachelor's Degree in Civil Engineering from an institution accredited by the Professional Engineers Board (PEB), Singapore.
• 3-4 years of relevant experience in civil engineering and/or construction project management.
• Strong knowledge of SP Group procedures, utility coordination, and Singapore regulatory requirements.
• Good understanding of project planning, coordination, claims, site execution, and safety requirements.
• Strong interpersonal, communication, coordination, and problem-solving skills.
• Self-motivated, independent, and able to work effectively in a fast-paced, team-oriented environment.
• Strong commitment to quality, safety, and attention to detail.
• Possession of a valid Class 2 or Class 3 driving licence will be an added advantage to support site mobility.
