Job summary

SINGAPORE UNIVERSITY OF TECHNOLOGY AND DESIGN invites a contract IT Project Manager to lead the design, development, deployment and maintenance of information systems. You will coordinate with users and vendors and align IS projects with the University's strategic needs.

You will manage full project lifecycles, prepare ITQ/Tender documents, evaluate proposals, and ensure high-quality deliverables while applying REST APIs, .NET development and API integrations in a modern cloud environment.

Qualifications

• Degree in Computer Science or equivalent with at least 7 years of relevant working experience.
• Project management experience with teams of varying sizes.
• Strong knowledge of software services and cloud-based applications; experience in an educational environment is a plus.
• Experience in software development and able to code in .NET, DB Triggers and ing.
• Experience in development and maintenance of APIs and integration services using REST.
• Exposure to AI and ML concepts with practical application in software development.
• Exposure to integrating AI services into applications (Azure AI Services, OpenAI APIs or similar).
• Able to work well with cross-functional departments with excellent written and verbal communication and interpersonal skills.
• Positive attitude, self-motivation, customer-service orientation and team spirit.

Responsibilities

• Work with users and vendors to conduct feasibility studies and manage the full project lifecycle (requirements, development, deployment, testing and support).
• Assist in preparing ITQ/Tender specifications, conduct evaluations, and produce award papers ensuring deliverables meet university standards.
• Maintain project libraries such as documentation and licenses for IS Applications.

About The Role

Reporting to the Senior Manager of Information Systems, the successful candidate will implement new and existing projects in the design, development, implementation and maintenance of information systems. The candidate will also be involved in the planning, execution and alignment of the IS systems to meet the University's short and long term needs.

What You Will Do

• You will work with users and vendors to conduct business and technical feasibility study based on the growing needs of the university. You will also manage the entire lifecycle of projects which include requirements/functional gathering, development/deployment, testing and technical supports.
• In addition, you will assist in preparing ITQ/ Tender specifications, conduct ITQ/ Tender evaluation, recommendation and award paper and ensuring that the project deliverables are of high quality and in conformance to the University's standards, procedures and policies.
• You will also maintain the Project libraries such as documentation and licenses for IS Applications.

Qualifications & Requirements

• Preferably a Degree in Computer Science or equivalent with at least 7 years of relevant working experience, good understanding of the latest technology trends, good technical competencies and an analytical mind.
• Project management experience in working with teams of various project sizes.
• Good knowledge of software services, cloud-based applications and experience in supporting an educational environment. Experience in an institution environment would be an added advantage.
• Experience in software development and able to code in .NET, DB Trigger and ing.
• Experience in development and maintenance of APIs and integration services using modern architecture styles such as REST.
• Exposure to Artificial Intelligence (AI) and Machine Learning (ML) concepts, with practical application in software development.
• Exposure in integrating AI services into applications, such as Azure AI Services, OpenAI APIs, or similar platforms.
• Able to work well with cross-functional departments and have excellent written, communication and good interpersonal skills.
