Job summary

The Department of Statistics in Singapore is seeking a Finance Analyst to join Corporate Services, Finance, and work with divisions to provide financial advice and insights for budget planning and resource utilisation. You will monitor budget marksmanship, prepare plans and forecasts, review submissions, perform spending analysis, and present reports to senior management.

You will also support accounts payable and drive process improvements through transformative projects, with hybrid work

Responsibilities

  • Manage budget marksmanship including monitor line item expenditure utilisation and virements.
  • Prepare budget plans, utilisation and forecast reports, including reviewing budget submissions from divisions and preparing budget proposals during the Department’s budget exercise.
  • Perform analysis of spending (actual vs budget/forecast) and provide advisory to divisions on budget related matters, engage and collaborate with divisions to better understand the utilisation pattern and budget variances.
  • Prepare and present reports to senior management and parent ministry on quarterly, annual and adhoc basis.
  • Supports Accounts Payables operations, including routing e-invoices to divisions for goods/service receipt endorsement, verifying invoices against supporting documents before invoice processing.
  • Initiate or take on transformative projects to improve and streamline budgeting and finance processes.

Job description

What the role is:

As an integral member of the Corporate Services, Finance team, you will work closely with the divisions to provide financial advice and insights to facilitate budget planning and resource utilisation, and to support finance operations.

What you will be working on:
  • Manage budget marksmanship including monitor line item expenditure utilisation and virements
  • Prepare budget plans, utilisation and forecast reports, including reviewing budget submissions from divisions and preparing budget proposals during the Department’s budget exercise
