Qualifications

• Ability to synthesize data points and understand social determinants of health and population health management.

What The Role Is

The Assistant Director will lead and coordinate the team’s efforts to measure, monitor, and improve the quality, safety, and value of healthcare delivery across Singapore. The role requires someone who can bridge analytical rigour with policy sensibility — translating complex healthcare data and research into actionable recommendations, while managing a team and engaging effectively with stakeholders across the healthcare ecosystem.

You will be working in a fast-paced and dynamic environment that requires the ability to manage multiple priorities, lead a small team, and work collaboratively with a wide range of partners across government, healthcare institutions, and community organisations.

What You Will Be Working On

• Oversee the team's portfolio of research and analytics on healthcare value, safety, and performance, ensuring that the work is methodologically sound and policy-relevant.


• Guide the development of frameworks, performance metrics, and measurement approaches that track progress against national healthcare outcomes.


• Provide substantive inputs into policy development and strategic planning, drawing on data analysis, research findings, and an understanding of ground realities to craft well-reasoned recommendations for senior management.


• Supervise the design and execution of research studies assessing the performance and effectiveness of health systems, and ensure that insights are communicated clearly to both technical and non-technical audiences.


• Play an active role in stakeholder engagement, working with public health professionals, healthcare providers, and community organisations to align efforts and drive collective action on healthcare value and safety priorities.


• Lead and develop the clinical coding function, which plays a critical role in ensuring that clinical data used for analysis and policymaking is accurate, reliable, and of high quality. This includes overseeing coding standards, driving capability development, and working with healthcare institutions to strengthen clinical coding practices across the system.


• Represent the division at inter-agency workgroups and external platforms as required.


• Mentor and develop junior team members, fostering a culture of analytical rigour, curiosity, and continuous improvement within the team.

What We Are Looking For

Qualifications and Skills:

• Bachelor's or master's degree in public health, health policy, health economics, epidemiology, or a related field with a focus on population health.


• Proficiency in data analysis tools and programming languages (e.g., SQL, Python, Spark, R) for analyzing and visualizing population health data sets. Familiarity with Geospatial Information Systems is a bonus.


• Able to synthesize data points and possess good sense of realities on the ground for social determinants of health, health policy, healthcare delivery systems, global health issues, and population health management strategies.


• Strong analytical and problem-solving skills, with the ability to consider short- and long-term implications when translating population health data into actionable insights and interventions.


• Excellent communication skills and the ability to proactively identify opportunities for collaboration with diverse stakeholders, including public health professionals, community leaders, and healthcare providers.


• Relevant experience in the healthcare sector, intelligence or strategic planning is advantageous, and will be considered favorably.
