Job summary

dLocal is seeking a Regulatory Licensing Officer, APAC, to drive licensing strategy and execution across the Asia-Pacific region. You will manage license applications, renewals, and regulatory engagements, coordinating with business, legal, compliance and local stakeholders to enable compliant growth.

Based in Singapore, China, or Malaysia, with a hybrid work model, you will interact directly with regulators and external counsel, assess licensing requirements, track pipelines, and guide market

Qualifications

• 5+ years of regulatory affairs, licensing, compliance, or legal advisory experience.
• Strong hands-on APAC licensing and regulatory approval experience in payments/fintech.
• Direct engagement with regulators and managing licensing across jurisdictions.
• Understanding of APAC regulatory frameworks and licensing approaches.

Responsibilities

• Lead and support licensing projects across APAC markets, including new applications, renewals, variations, and regulatory approvals.
• Assess licensing requirements, regulatory pathways, and approval strategies for new markets, products, and entities.
• Partner with internal stakeholders to evaluate licensing impact of initiatives and expansion plans.
• Define licensing strategy and sequencing for market entry and regulatory prioritization across APAC.
• Manage and track licensing pipelines, milestones, dependencies, and submissions for timely execution.
• Prepare and coordinate licensing submissions, regulator questionnaires, and related documentation.
• Liaise with regulators, external counsel, and internal teams through licensing and approval processes.
• Provide practical advice on licensing issues in payments, fintech, and financial services across APAC.
• Support due diligence by identifying licensing constraints and jurisdiction-specific considerations.
