Job description

RLB is seeking an experienced Senior Electrical Authorised Person to support the safe delivery, commissioning, energisation and operational readiness of complex electrical infrastructure on a major data centre project.

The successful candidate will be responsible for managing HV and LV electrical safety activities, including isolations, switching, Permit to Work processes and Lockout/Tagout controls. The role will ensure that electrical works are planned and executed in accordance with project Electrical Safety Rules, approved procedures and relevant regulatory requirements.

Key Responsibilities
Electrical safety and control
  • Act as an appointed Senior Electrical Authorised Person for relevant HV and LV electrical systems.
  • Manage electrical isolations, de-isolations, switching and energisation activities in accordance with approved Electrical Safety Rules.
  • Prepare, review and approve isolation plans, switching schedules and electrical safety documentation.
  • Issue, manage, suspend and close electrical safety documents, including HV Permits to Work, LV Permits to Work, Sanctions for Test and Limitations of Access.
  • Implement and maintain effective Lockout/Tagout processes for electrical and hazardous energy systems.
  • Confirm that safe working conditions have been established before authorising work or testing activities.
  • Stop, suspend or reject work where electrical safety requirements, documentation or site conditions are inadequate.
  • Maintain accurate records of electrical isolations, permits, switching activities and safety-document status.
Construction and commissioning
  • Support the safe installation, testing, commissioning and first energisation of HV and LV systems.
  • Coordinate electrical activities across construction, commissioning, operations, client, vendor and contractor teams.
  • Review commissioning plans, energisation procedures, test documentation and operational-readiness requirements.
  • Chair or contribute to electrical construction and commissioning coordination meetings.
  • Monitor ongoing installation and commissioning works to make sure they remain aligned with approved programmes, procedures and switching schedules.
  • Support the controlled handover of electrical systems from construction through commissioning and into operations.
  • Provide technical support during fault finding, testing and the resolution of electrical-system issues.
Documentation and technical assurance
  • Review and approve electrical RAMS, work permits, insulation certificates, drawings, inspection and test plans and associated safety documentation.
  • Ensure electrical works are completed in accordance with approved designs, technical specifications, relevant standards and project procedures.
  • Review electrical installation quality and identify deficiencies, non-compliance or incomplete works.
  • Work with design teams and site personnel to resolve design-related installation issues.
  • Support technical reviews of proposed changes, deviations and electrical-system modifications.
Safety leadership and compliance
  • Promote a strong electrical-safety culture across the project.
  • Conduct electrical-safety inspections, audits and site walkdowns.
  • Monitor compliance with hazardous-energy control, Permit to Work and Lockout/Tagout requirements.
  • Identify electrical risks and ensure appropriate controls are implemented before activities proceed.
  • Support EHS teams with safety meetings, toolbox talks, audits and incident-prevention activities.
  • Investigate electrical-safety observations, incidents and near misses, supporting root-cause analysis and corrective actions.
  • Escalate material risks, unsafe conditions and non-compliance promptly to the relevant project management.
Training and stakeholder coordination
  • Provide guidance, coaching and technical support on Electrical Safety Rules and site procedures.
  • Deliver or support Authorised Person, Competent Person, Permit to Work and Lockout/Tagout training.
  • Assess the competence and understanding of personnel undertaking electrical activities.
  • Build effective working relationships with client representatives, contractors, vendors, construction teams and commissioning teams.
  • Provide concise reports on electrical-safety performance, audit findings, emerging risks and the status of corrective actions.
Candidate Profile
Qualifications and knowledge
  • Degree, diploma or recognised technical qualification in Electrical Engineering, electrical power systems or a related discipline.
  • Formal training and appointment experience as an Electrical Authorised Person or Senior Authorised Person.
  • Strong knowledge of HV and LV electrical distribution systems.
  • Thorough understanding of Electrical Safety Rules, Permit to Work and hazardous-energy control.
  • Knowledge of switching, energisation, testing, commissioning and operational-handover activities.
  • Understanding of electrical drawings, single-line diagrams, switching schedules and isolation plans.
  • Knowledge of applicable electrical standards, construction safety requirements and industry good practice.
  • Health and safety qualifications such as IOSH, NEBOSH or an equivalent would be advantageous.
Experience
  • Significant experience working with HV and LV electrical systems in complex construction, commissioning or operational environments.
  • Experience supporting large-scale data centres, industrial facilities, power generation, nuclear facilities or other mission-critical projects.
  • Demonstrable experience managing electrical isolations, switching programmes and Permit to Work processes.
  • Experience reviewing and approving RAMS, insulation certificates, electrical drawings and commissioning documentation.
  • Experience supporting the first energisation and commissioning of critical electrical infrastructure.
  • Experience conducting electrical-safety inspections and compliance audits.
  • Experience coordinating contractors, vendors, commissioning teams and client stakeholders.
  • Experience delivering electrical-safety or Competent Person training.
  • Experience with simultaneous operations and the coordination of overlapping construction and commissioning activities.
