Job summary

شركة مقاولات رائدة في الرياض تبحث عن مدير شراء، حيث سيكون مسؤولاً عن إدارة عمليات الشراء لمشاريع البناء. يتطلب هذا المنصب خبرة من 7 إلى 12 سنة في مجال الشراء، مع مهارات قوية في التفاوض والتحليل التجاري. سيكون الطلب الكفاءات في إدارة المشاريع وتنسيق مع الفرق الفنية والمالية، بالإضافة إلى التوافر للزيارات الميدانية عند الحاجة. سوف تهدف الوظيفة إلى تحقيق وفورات تكلفة وتحقيق التوافق مع المعايير المحلية.

Qualifications

• خبرة من 7 إلى 12 سنة في مجال الشراء بشركات البناء.
• خبرة لا تقل عن 4 سنوات في دور شراء رائد أو أعلى.
• معرفة عميقة بمشاريع البناء في السعودية.

Responsibilities

• إدارة عمليات الشراء من البداية إلى النهاية لمواد البناء.
• إعداد ومراجعة العقود والأوامر الشرائية.
• التأكد من تماشي الشراء مع الميزانيات والجداول الزمنية للمشاريع.

Job description

To lead and manage procurement activities for construction projects, ensuring timely sourcing of materials, equipment, subcontractors, and services in compliance with project specifications, budgets, schedules, and Saudi regulations.

Key Responsibilities:

• Manage end-to-end procurement for construction materials, MEP systems, equipment, and subcontract packages.
• Prepare and issue RFQs, RFPs, and tenders in coordination with Engineering, Planning, and Projects teams.
• Evaluate technical and commercial bids, conduct negotiations, and recommend best-value awards.
• Develop and maintain approved vendor & subcontractor lists compliant with KSA regulations.
• Monitor vendor performance, delivery schedules, and quality compliance.

Contract & Commercial Control

• Support preparation and review of purchase orders, contracts, and framework agreements.
• Ensure compliance with contractual terms, payment milestones, and warranties.
• Coordinate with Legal and Contracts departments for dispute resolution and claims support.

Cost, Planning & Compliance

• Ensure procurement aligns with project budgets and schedules.
• Identify cost‑saving opportunities without compromising quality or safety.
• Ensure compliance with Saudi local content requirements (IKTVA / Nitaqat / Saudization).
• Adhere to company procurement policies, ethical standards, and audit requirements.

Coordination & Reporting

• Work closely with Technical Office, Planning, QS, Site, and Finance teams.
• Prepare procurement schedules, status reports, and risk assessments.
• Support project close‑out, including final documentation and vendor evaluations.

Qualifications & Experience:

Education:

• Bachelor’s Degree in Mechanical Engineering, or related field
• Professional certifications (CIPS, PMP) are an advantage

Experience:

• 7–12 years of procurement experience in construction companies
• Minimum 4 years in a senior or lead procurement role.
• Strong experience in KSA construction projects (Infrastructure, Water, MEP, Roads, Utilities, or Oil & Gas)
• Strong negotiation and commercial analysis skills
• In-depth knowledge of construction materials, suppliers, and subcontractors in KSA
• Experience with ERP / Procurement Systems (SAP, Oracle, or similar)
• Excellent communication and stakeholder management skills
• Strong understanding of FIDs, specs, BOQs, and drawings
• Ability to manage multiple projects and tight deadlines

• Reduction in procurement‑related project delays
• Contractual and regulatory compliance

Working Conditions:
