Job summary

Parsons is seeking a highly experienced Cost Section Manager to lead cost management across multiple project packages and ensure projects stay on time and within budget.

You will develop cost control procedures, budgets, and cash flow forecasts, monitor costs, review contractor claims, and support procurement and commercial negotiations. The role requires senior leadership and strong stakeholder management in a complex project environment.

Qualifications

• Bachelor's Degree in Quantity Surveying, Cost Engineering, Civil Engineering, Construction Management, or a related discipline.
• Typically 18+ years of experience in cost management within a large developer, PMC, or international engineering consultancy.
• Minimum 10 years of experience leading a Cost Management or Quantity Surveying team.
• Extensive experience in pre-contract and post-contract cost management.
• Proven experience in budget management, forecasting, and cash flow reporting.
• Strong knowledge of Cost Optimization, Benchmarking, and Cost Reporting.
• Excellent leadership, communication, negotiation, and stakeholder management skills.
• Advanced proficiency in Microsoft Office applications.
• Working knowledge of cost management software and reporting tools such as PMWeb, Power BI, Primavera, or equivalent platforms.

Responsibilities

• Lead and manage the Cost Management team across multiple project packages.
• Develop and implement cost control procedures to ensure effective project cost management.
• Develop and maintain project budgets and cash flow forecasts.
• Monitor project budgets and provide monthly cost reports, forecasts, and variance analyses.
• Track and report project costs against approved budgets and commitments.
• Review and verify all commercial and financial performance aspects, including contractor claims.
• Conduct risk analyses and advise on cost implications of changes.
• Evaluate claims, variations, and payment applications.
• Support procurement strategy, contract packaging, and commercial negotiations.
• Establish cost databases and benchmarking data.
• Coordinate with design consultants and stakeholders for cost control.
• Prepare final accounts and support closeout activities.
