Position
Proger is looking for a Quantity Surveyor to join its Branch in Riyadh, Saudi Arabia.
About The Role
Reporting to the Project Manager, the role holds the responsibility to manage all aspects related to cost management, quantity surveying and related reporting such as material prices, labor costs and other expenses and to support the senior management team in estimating program budgets and all matters related to commercial functions for the delivery of the project in accordance with client expectation.
Key Responsibilities
- Contractual Expertise: Interpret obligations, responsibilities, and liabilities of all parties while providing commercial advice and drafting correspondence.
- Enhance the processes and work proactively on the preparation of budget estimate, measurement and costing analysis, tendering procedures, program purchasing targeting, preparation of contract documents.
- Procurement & Tendering: Enhance procurement processes, prepare tender documents, and participate in evaluation teams to recommend contract awards.
- Cost Management: Manage all project costs from initial estimates to final figures, ensuring budgets are adhered to and reporting systems are maintained. Prepare the Project Cost Estimate and review the cost analysis.
- Financial Forecasting: Prepare and monitor project cash flow forecasts, estimations and cost control systems for both internal and client purposes. Monitor all commercial information in relation to project including labor, material and sub‑contractor cost forecasting thus ensuring budgets adhered to.
- Risk & Reporting: Identify and resolve financial/contractual risks through detailed analysis, project reports, and financial close‑out documentation.
- Documentation & Deadlines: Write contracts, budgets, bills of quantities, and activity schedules to meet predetermined deadlines. Forecast trends, anticipate potential problems and difficulties meeting milestones or budget.
- Valuations & Variations: Carry out monthly valuations of work in progress, including the negotiation of contract variations and dispute resolution. Prepare, manage and process formal documents from third‑party Entities (Art Management Consultants, General Contractors, etc.), certification of monthly valuations and final accounts or payments. Monitor and control expenditure on contracts.
- Supply Chain Management: Manage commercial vetting, engage with the supply chain, and analyze quotations in liaison with the Contracts Manager. Assists the Contracts Manager in the day‑to‑day management and delivery of projects in all related duties.
- Leadership & Supervision: Delegate tasks to Quantity Surveyor staff, setting clear objectives and monitoring progress through KPIs.
- Compliance & Coordination: Ensure adherence to Quality and Safety Management Systems while coordinating with engineers and stakeholders through site visits and meetings.
Key Competencies And Skills
- A Bachelor's degree in civil or architecture engineering field or an equivalent from an internationally recognized university.
- Over 7 years of experience in commercial roles with large projects (work experience in KSA and the private sector is preferred).
- Experience in cost management and quantity surveying on large‑scale developments (working within a consultant / PMO organization on governmental projects is a plus).
- Professional accreditation from the Saudi Council of Engineers.
- Adequate knowledge in implementation supervision, software and design.
- Strong knowledge of inventory, invoicing pricing, commercial awareness and excellent knowledge of construction methods, construction and implementation, and knowledge of materials.
- Strong organizational, communication, teamwork and multitasking skills.
- Fluency in English (written and spoken) is mandatory. Arabic is desirable.
