AtkinsRéalis in Saudi Arabia is seeking an experienced Quality Manager to lead quality assurance across multidisciplinary road projects. The role focuses on implementing and maintaining the IMS, ensuring compliance with ISO 9001, employer requirements, and authority standards, and acting as the QMR on site.

You will drive audits, non-conformance resolution, KPI reporting, and continuous improvement while coordinating with project managers, engineers, contractors, and clients to deliver quality

Qualifications

• Bachelor’s degree in civil engineering or related discipline.
• ISO 9001 Lead Auditor certification preferred.
• 20+ years of quality management experience on bridges/roads or similar.
• Strong consultancy and client-facing background preferred.
• Experience with UAE/regional road authority standards is a plus.

Responsibilities

• Lead the IMS implementation and maintenance for road projects.
• Ensure ISO 9001 and authority standards compliance across sites.
• Oversee QA/QC activities for road works including earthworks, pavements, drainage and traffic systems.
• Plan and conduct internal, vendor and client audits; support external audits.
• Lead non-conformance management, RCA and corrective/preventive actions.
• Track quality KPIs, trends and lessons learned; drive continuous improvement.
• Collaborate with project managers, engineers, contractors, clients and authorities.

Overview

We are seeking an experienced Quality Manager with a strong background in site operations and consultancy services to lead quality assurance initiatives across multidisciplinary projects. This role will ensure compliance with regulatory standards, drive continuous improvement, and support project delivery excellence both on-site and in client-facing environments.

Your role

Quality Leadership & IMS

• Lead the implementation and maintenance of the Integrated Management System (IMS) for road and highway projects.
• Ensure full compliance with ISO 9001, contractual specifications, employer’s requirements, and relevant authority standards.
• Act as the Quality Management Representative for site operations.

Site Quality Management – Roads

• Oversee QA/QC activities for road works, including:
• Earthworks, subgrade, and embankments.
• Asphalt and pavement works (flexible & rigid pavements).
• Drainage, utilities, and road corridors.
• Road furniture, signage, and traffic management systems.
• Ensure Inspection & Test Plans (ITPs), Method Statements, and Work Procedures are approved and effectively implemented.
• Monitor material approvals, laboratory testing, and site inspections in line with authority and project requirements.

Audits, Compliance & Improvement

• Plan and conduct internal audits, vendor audits, and support external/client/authority audits.
• Lead non-conformance management, root cause analysis (RCA), and corrective/preventive action implementation.
• Track and report quality KPIs, trends, lessons learned, and continuous improvement initiatives.

Stakeholder & Client Engagement

• Collaborate closely with Project Managers, Construction Managers, Engineers, Contractors, and Site Teams.
• Act as the primary point of contact for quality matters with:
• Clients and consultants.
• Contractors and suppliers.
• Authorities and regulatory bodies (e.g., RTA, ADM, DMT, MoEI – as applicable).
• Provide quality consultancy and advisory services to clients on road project quality systems and compliance.

Training & Capability Building

• Deliver quality training and mentoring to project and site teams on:
• Quality standards and procedures.
• Road construction quality best practices.
• Quality tools (RCA, FMEA, Six Sigma concepts).
• Promote a proactive quality culture across project teams and contractors

About you

Education & Certifications

• Bachelor’s degree in civil engineering, Quality Management, or a related discipline.
• ISO 9001 Lead Auditor certification (preferred).

Experience

• 20+ years of quality management experience within Bridges projects.
• Proven experience managing site-based quality operations on large-scale road or transportation projects.
• Strong consultancy and client-facing background, preferably within engineering consultancy environments.
• Experience working with UAE or regional road authority standards is an advantage.

Technical & Professional Skills

• In-depth knowledge of:
• Quality Management Systems (QMS / IMS).
• ISO standards and construction quality practices.
• Road and highway construction methodologies.
• Strong leadership, communication, and stakeholder management skills.
• Proficiency in quality tools such as RCA, FMEA, audits, and continuous improvement techniques.
• Ability to work effectively in a fast-paced, multidisciplinary, site-based environment.
