Job summary

A recruitment firm is looking for a Procurement Manager with extensive experience in construction projects to manage purchasing operations. The ideal candidate will oversee procurement activities, negotiate with suppliers, and ensure effective sourcing and vendor relationships. A Bachelor's degree in Engineering is required along with 10-15 years of relevant experience. Strong communication skills and fluency in English are essential for this full-time role located in Dammam, Saudi Arabia.

Job Title: Procurement Manager "construction projects"

Location: Saudi Arabia (Dammam)

Manage and control the implementation of the company purchases of equipment, supplies and services from local and foreign vendors, and ensure that orders are received and achieved as per agreed schedules and in a cost/quality effective manner.
Plan, direct and co‑ordinate the activities of procurement specialists.
Locate vendors and subcontractors, holding meetings with them to build and sustain long‑term partnerships, especially key ones.
Supervise and control the purchasing process while considering the budget and company policy.
Sourcing new vendors/subcontractors and supporting their qualification.
Maintain records of goods ordered and received.
Resolve vendor and subcontractor claims.
Prepare techno‑commercial bid proposals in accordance with bid documents, taking into account a thorough understanding of specifications and drawings.
Provide technical solutions to improve cost and margin situations.
Study and analyse documents/specifications and prepare the required BOQ to be sent through RFQs to suppliers/subcontractors to obtain quotations.
Analyse offers received from suppliers/manufacturers technically and commercially to select the appropriate ones in line with specifications and competitiveness.
Incorporate competitive prices into cost sheets, reflect in pricing attachments received through tender documents and submit technical & commercial proposals to the client. After bid opening and in case we are the lowest:
Receive and respond to post‑bid clarifications or questionnaires and attend clarification meetings.
Act in negotiations with suppliers for better prices, focusing on reduction.
