Job summary

Rawabi Holding Group in Saudi Arabia seeks a Port Captain to oversee safe and efficient operation of vessels, ensuring regulatory compliance and maintaining vessel certificates.

You will lead competency assessments, provide technical solutions, coordinate with clients and shore teams, and ensure adherence to Aramco safety and marine instructions.

Responsibilities

  • 1. Ensure implementation of Company QSMS onboard in accordance with ISM and ISPS Code.
  • 2. Track and maintain vessel Trading Certificates and compliance with Flag State and Port State Control.
  • 3. Conduct competency assessments of all Deck Officers as per QSMS procedures.
  • 4. Attend and coordinate with Clients on daily progress reports of vessels in field operation.
  • 5. Provide operational support to Deck Officers and monitor their competency.
  • 6. Ensure compliance with navigational requirements and Saudi Aramco marine instructions.
  • 7. Ensure accurate vessel Time Sheets and timely submission to RSOS for processing.
  • 8. Coordinate vessel arrival and provision operations at Tanajib with regards to Cargo and vessel provision and spares operation.
  • 9. Provide technical solutions to present engineering challenges on vessels assigned.
  • 10. Monitor and track vessel survey status and compliance with Flag State and Port State Control.
  • 11. Collaborate with Port Engineer, Port Safety Officer, and Shore Based Technical Superintendent to maintain sufficient and up-to-date critical spares stock.
  • 12. Work with Port Engineer and Onshore Technical Manager to ensure timely delivery of critical spares.
  • 13. Conduct inspections of assigned vessels and report deficiencies to Clients.
  • 14. Ensure all vessel certificates are current and updated as necessary.
  • 15. Maintain vessel certificate files onboard and ashore.
  • 16. Ensure operational information is forwarded to vessels and adhered to, including chart corrections and changes in Aramco operational and emergency instructions.
  • 17. Monitor and enforce Aramco Marine Safety & Loss Prevention Program and carry out periodic audits.
  • 18. Participate in Aramco on-hire surveys and quarterly inspections.
  • 19. Instruct and ensure all Officers and Crews comply with Aramco Instruction Manual (O.I.M.) 1.519, Marine Instruction Manual (MIM), and Marine Vessel Specifications and Requirements.
  • 20. Train unfamiliar Master and Chief Mates in Aramco operational areas and requirements prior to undergoing practical and theoretical competency checks.
  • 21. Participate in and issue written reports/statements of inspections, investigations, and similar activities.
  • 22. Perform all other necessary activities to enhance efficient and safe operation of vessels.
  • 23. Replace Master when required.
  • 24. Follow up on Crew personnel to ensure compliance with Safety and Environmental Standards required by specific parties.
  • 25. Conduct sea trials at shipyards for new builds in foreign countries.
  • 26. Able to relieve key vessel personnel temporarily in case of emergency purposes.
