Job summary

Decima International is seeking an experienced HSE Manager to lead health, safety and environmental activities for major mission-critical projects in KSA. The role will oversee implementation of the project HSE Management System, monitor safety performance, ensure regulatory and client compliance, and promote a proactive safety culture across all project activities.

Qualifications

• Bachelor's degree in Engineering, OH&S, Environmental Science, or related field.
• NEBOSH Diploma required.
• Strong HSE management experience on major construction/industrial projects.
• Experience with hyperscale data centers and mission-critical facilities.
• Knowledge of construction safety legislation and international HSE standards.
• Experience with HSE inspections, audits, and regulatory compliance.
• Root cause analysis and incident investigations.
• Emergency preparedness and incident response knowledge.

Responsibilities

• Lead implementation and oversight of the Project HSE Management System.
• Ensure compliance with HSE requirements, legislation, and client standards.
• Oversee investigations, escalation of incidents, and corrective actions.
• Monitor LTIFR, TRIR, near misses, and other metrics.
• Provide HSE performance reports and recommendations to project leadership.
• Lead site HSE inspections, risk assessments, and safety initiatives.
• Review contractor HSE plans and method statements.
• Coordinate with stakeholders to resolve HSE issues and improve safety.
