Job summary

Confidential, based in Saudi Arabia's Eastern Province, is seeking a senior project leader to manage complex engineering initiatives, coordinate partners, and supervise the project team to ensure timely, within-budget delivery.

The role covers financial oversight, reporting, monitoring and evaluation, staff development, and adherence to contractual obligations, safety, and quality standards.

Qualifications

• Must hold a bachelor’s degree in Chemical or Mechanical Engineering.
• 10+ years of total experience in engineering or project management.
• 5+ years leading project engineering activities.

Job description

Accountable for overall management of the project, coordinating and leading partners; supervising members of the project team; and overseeing project implementation, financial and administrative oversight, reporting, and monitoring and evaluation of the project.

Responsibilities:

Performs the activities, may include but not limited to:

• Provides strategic leadership and technical, operational, financial, and managerial leadership for successful implementation of project activities.
• Ensures that the program is technically sound, evidence-based, and consistent with funder and stakeholders’ priorities.
• Provides oversight of program implementation including all activities, outputs, and outcomes related to project management and administration, including reporting, budget development and monitoring, financial transactions, execution of project plans, and project performance.
• Manages the selection and training of qualified program staff, assigning clear roles and responsibilities, providing effective supervision, and managing performance to ensure efficient operations.
• Ensures the project produces the specified results in the annual work plans to the required standard of quality and within the timeline and budget parameters.
• Sets and directs budget pipeline development and budget monitoring.
• Conducts monthly reviews to ensure accountability of all project activities as well as the accurate and timely reporting of financial deliverables and obligations.
• Ensures that the project progresses in accordance to its contractual obligations.
• Acts as the primary project contact person and liaison.
• Manages compliance with programmatic targets and deliverables.
• Supports the GMs by advising on program management, organizational development, pre-service education, in-service training, capacity building, and collaboration among partners and stakeholders.
• Manages development of a monitoring and evaluation plan for the successive phases of the project to captures project performance and results.
• Authorizes the function's financial budgeting process to acquire funds for the end-to-end organization's activities.
• Accountable for the overall direction, coordination, and evaluation of the function.
• Carries out leadership responsibilities following the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems; managing organizational structure.
• Strictly follows established environmental, health, safety and quality policies and procedures in order to guarantee employee safety, legislative compliance, delivery of high-quality products/services and a responsible environmental attitude.
• Advocates safety culture across the organization.
• Provides environmental, health, and safety leadership in maintaining a goal of zero incidents, process safety and environmental events within area of responsibility.
• Develops and implements operational excellence (OE) requirements within the assigned area, coaching staff in expectations to ensure compliance and continuous improvement.
• Undertakes accountabilities in the operational excellence process as set out in the schedule of responsibilities.
• Contributes to the processes of continuous improvement for the area managed and the organization more widely.

Required Qualifications:

• Academic background includes a minimum of bachelor’s degree in Chemical Engineering or Mechanical Engineering.
• +10 years of total experience.
• +5 years of progressive experience in leading Project Engineering activities.
