Job summary

Qiddiya is seeking a Manager – Policies and Processes to develop and standardize procurement policies and processes across the organization. The role focuses on governance structures, data-driven process improvements, and effective communication, implementation, and training on new policies.

Ideal candidates will bring 9+ years in policy governance or related fields, and hold a degree in a relevant field; English fluency is required with Arabic a plus.

Qualifications

  • 9+ years of experience in policy governance, process management, or similar roles.
  • Bachelor’s or Master’s degree in Supply Chain Management, Engineering, Quantity Surveying, Construction Project Management, Business, or related fields.
  • Preferred: CIPS, CPSM, or CSCP certifications.
  • Strong analytical skills with the ability to identify process gaps and propose solutions.
  • Experience working in cross-collaborative environments aligning diverse goals with organizational strategy.
  • Fluency in English; Arabic is highly desirable.

Responsibilities

  • Policy & Process Development: assist in creating, reviewing, and standardizing procurement policies, procedures, and processes.
  • Governance: support governance framework establishment, policy approval, updates, and enforcement.
  • Compliance & Governance: assist audits, drive policy implementation via training.
  • Team Management & Development: collaborate with Learning & Development to design and deliver training on standardized policies and processes.

Role Overview

The organization is a flagship gigaproject under Saudi Arabia’s Vision 2030 initiative, aiming to create a world-class entertainment, cultural and lifestyle destination. As a multibillion-dollar project, it will encompass vast infrastructure development, hospitality, retail and service sectors, requiring robust procurement compliance management.

The Manager – Policies and Processes is responsible for developing and maintaining standardized procurement policies and processes to enhance efficiency, compliance, and alignment with organizational goals. This role ensures governance structures are in place, drives process improvement initiatives, and supports strategic decision-making through data insights. The role also oversees the effective communication, implementation, and training on new policies and processes across the organization.

Key Responsibilities
1. Policy & Process Development
  • Assist in the creation, review, and standardization of procurement policies, procedures, and processes to ensure alignment with strategic goals.
  • Help to establish governance frameworks for policy approval, updates, and enforcement.
  • Identify and address gaps in existing processes, leveraging data analytics and best practices.
  • Use data insights to identify areas for process improvement and recommend innovative solutions.
  • Monitor the impact of policy and process changes on operational efficiency and compliance.
2. Compliance & Governance
  • Support the completion of audits and reviews to ensure compliance with established policies and processes.
  • Drive the implementation of standardized policies through effective communication and training programs.
  • Collaborate with internal teams to ensure policy compliance and adherence to organizational objectives.
3. Team Management and Development
  • Work closely with Learning & Development teams to design and deliver targeted training programs on standardized policies and processes.
  • Foster a collaborative and high-performance culture within the team.
Qualifications:
  • 9+ years of experience in policy governance, process management, or similar roles, ideally in large-scale projects such as construction, real estate, or urban development.
  • Bachelor’s or Master’s degree in Supply Chain Management, Engineering, Quantity Surveying, Construction Project Management, Business, or related fields.
  • Preferred: CIPS (Chartered Institute of Procurement & Supply), CPSM (Certified Professional in Supply Management), or CSCP (Certified Supply Chain Professional).
  • Strong analytical skills with the ability to identify process gaps and propose solutions.
  • Experience of working in cross-collaborative environments and ensuring differing goals d needs align with overarching organizational strategy.
  • Fluency in English is required, with proficiency in Arabic highly desirable.
  • Understanding of the local cultural and business landscape in Saudi Arabia through work experience in the region preferred.
