Job summary

Hill International (Middle East) Ltd. is seeking an experienced Supervision Consultant Engineer to assure HSSE provisions in line with policies, contracts, and local regulations.

You will measure HSSE performance, investigate incidents, and coordinate with PMC, project managers, and local authorities to enforce compliance. The ideal candidate has a engineering degree with international HSSE certifications, 10+ years on large-scale projects, and strong English communication skills, including

Qualifications

• Minimum 10 years’ experience in large-scale projects.
• Experience in managing all aspects of HSSE on projects or facilities.
• Knowledge of HSSE sciences/engineering systems, principles and methodologies.
• Extensive knowledge of national and international HSSE laws/regulations and regulatory/resource agencies.
• Knowledge of technical terminology in industrial hygiene, health physics, safety engineering, and environmental compliance.
• Ability to deal effectively with HSSE matters with contractors/subcontractors or consultants during construction.
• Excellent English written and verbal communication skills.
• Experience of working internationally (preference KSA experience).

Responsibilities

• Ensure the availability and adequacy of all supervision consultants' and contractors' HSSE provisions.
• Measure HSSE performance and advise on actions for improvement.
• Investigate accidents and root causes and recommend corrective actions.
• Record and follow up on HSSE non-conformances with regulators and authorities.
• Coordinate with PMC and project managers to implement HSSE systems on sites.
• Liaise with employer, PMCs, Hill International, and local authorities to ensure compliance.
• Review and approve Contractors' HSSE documents for suitability and conformance.
• Carry out scheduled and unscheduled HSSE audits and report non-conformances for corrective action.

Job description

Ensure the availability and adequacy of all the Supervision Consultant s Engineer s and Contractors HSEprovisions as per the requirements of this Policy the Construction Contracts General Conditions andSpecifications their HSE Plans Employer s HSE Requirements and the applicable local national andinternational statutes RegulationsMeasuring the HSE performance of the Supervision Consultant Engineer and Contractors and advise on theactions necessary for improvement investigating direct and root underlying causes of accidents incidents and advising recommendations toprevent recurrence of the sameRecording and following-up on any noted safety hazards and non-conformances to HSE regulators and partieshaving jurisdiction Coordinating with the PMC Project Manager Construction Manager in the implementation of effective HSEsystems on their Projects sites Liaison with the Employer PMC Hill International and the Local Enforcing Authorities MunicipalityAuthorities in ensuring adherence of all parties to the HSE Requirements of their Projects Training and inducting staff on HSE Reviewing and approving Contractors HSE documents submittals drawings etc to verify their suitability adequacy and conformance Ensuring the Supervision Consultant s Engineer s and Contractors full compliance with the Project HSERequirements Carrying-out scheduled and unscheduled HSE audits and inspections and reporting to the Projectmanagement team on any identified non-conformances for necessary action and correction by the violatingparty Informs themselves of the relevant Quality Environmental Safety and Occupational Health Policies Manualsand Procedures within Hill International and ensures continued compliance with these requirements whileemployed by Hill Perform other duties as assigned by the line manager supervisor

Qualifications

• A degree in engineering (or equivalent work experience) supplemented by relevant international certifications.
• Minimum 10 years’ experience in large-scale projects.
• Experience in managing all aspects of HSSE on projects or facilities.
• Knowledge of HSSE sciences/engineering systems, principles and methodologies.
• Extensive anddemonstrated knowledge of national and international HSSE laws/regulations and regulatory/resourceagencies permitting processes and responsibilities, industry standards for HSSE compliance and bestmanagement practices for minimizing potential HSSE impacts during project execution.
• Knowledge oftechnical terminology common to industrial hygiene, health physics, safety engineering, and environmentalcompliance.
• Ability to deal effectively with HSSE matters with contractors/subcontractors or consultants duringconstruction.
• Ability to prepare reports related to HSSE activities in the projectsExcellent English written and verbal communication skills. Excellent presentation skills.
• Experience of working internationally (preference KSA experience)
