Job summary

Hill International, Inc. seeks an experienced HSSE professional to lead health, safety, security, and environmental efforts on Saudi Arabian projects.

You will implement HSSE policies, coordinate with contractors and regulators, and drive audits and preventive actions to ensure compliant, safe project sites. The ideal candidate has a degree in engineering, international HSSE certifications, 10+ years of experience, and strong English communication skills for global teams.

Qualifications

  • Degree in engineering (or equivalent work experience) supplemented by international HSSE certifications.
  • Experience managing HSSE on large-scale projects and facilities.
  • Strong knowledge of international HSSE regulations and permit processes.
  • Excellent English written and verbal communication; presentation skills.

Responsibilities

  • Ensure availability and adequacy of HSSE requirements for supervision consultants and contractors.
  • Measure HSSE performance and advise on improvement actions.
  • Investigate accidents/incidents and propose preventive recommendations.
  • Record and follow up on safety hazards and non-conformances with regulators and authorities.
  • Coordinate with PMC/Construction Manager to implement effective HSSE systems on sites.
  • Liaise with Employer, PMC (Hill International) and authorities to ensure adherence to HSSE requirements.
  • Train and induct staff on HSSE.
  • Review and approve contractors’ HSSE documents for suitability and conformance.
  • Ensure full compliance with Project HSSE requirements.
  • Carry out HSSE audits and site inspections and report non-conformances for corrective action.
  • Stay informed of Hill International’s Quality, Environmental, Safety and Health policies and procedures.

Job description

Responsibilities

provisions as per the requirements of this Policy, the Construction Contracts General Conditions and Specifications, their HSE Plans, Employer’s HSE Requirements, and the applicable local/national and international statutes, Regulations

  • Ensure the availability and adequacy of all the Supervision Consultant’s (Engineer’s) and Contractors’ HSE
  • Measuring the HSE performance of the Supervision Consultant (Engineer) and Contractors and advise on the actions necessary for improvement.
  • Investigating direct and root/underlying causes of accidents/incidents and advising recommendations to prevent recurrence of the same.
  • Recording and following-up on any noted safety hazards and non-conformances to HSE regulators and parties having jurisdiction.
  • Coordinating with the PMC Project Manager/Construction Manager in the implementation of effective HSE systems on their Projects sites.
  • Liaison with the Employer, PMC (Hill International) and the Local/Enforcing Authorities / Municipality Authorities in ensuring adherence of all parties to the HSE Requirements of their Projects.
  • Training and inducting staff on HSE.
  • Reviewing and approving Contractors’ HSE documents, submittals, drawings, etc to verify their suitability, adequacy and conformance.
  • Ensuring the Supervision Consultant’s (Engineer’s) and Contractors’ full compliance with the Project HSE Requirements.
  • Carrying-out scheduled and unscheduled HSE audits and inspections and reporting to the Project management team on any identified non-conformances for necessary action and correction by the violating party.
  • Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International and ensures continued compliance with these requirements while employed by Hill.
  • Perform other duties as assigned by the line manager/supervisor.
Qualifications
  • A degree in engineering (or equivalent work experience) supplemented by relevant international certifications.
  • Minimum 10 years’ experience in large-scale projects.
  • Experience in managing all aspects of HSSE on projects or facilities.
  • Knowledge of HSSE sciences/engineering systems, principles and methodologies. Extensive and demonstrated knowledge of national and international HSSE laws/regulations and regulatory/resource agencies permitting processes and responsibilities, industry standards for HSSE compliance and best management practices for minimizing potential HSSE impacts during project execution. Knowledge of technical terminology common to industrial hygiene, health physics, safety engineering, and environmental compliance.
  • Ability to deal effectively with HSSE matters with contractors/subcontractors or consultants during construction.
  • Ability to prepare reports related to HSSE activities in the projects.
  • Excellent English written and verbal communication skills. Excellent presentation skills.
  • Experience of working internationally (preference KSA experience).
