Job Summary
The Company is seeking a highly motivated and experienced Health & Safety Manager to lead and manage all aspects of occupational health, safety, and compliance at our ethanol production facility in Medina, New York. This critical role will be responsible for developing, implementing, and maintaining comprehensive safety programs to ensure a safe and healthy work environment for all employees, contractors, and visitors. The Health & Safety Manager will be the primary point of contact for related regulatory agencies and will oversee the facility's Process Safety Management (PSM) program.
Duties and Responsibilities
Safety Program Development and Implementation:
- Develop, implement, and maintain comprehensive written safety programs, policies, and procedures in compliance with all applicable federal, state, and local regulations (OSHA, EPA, DEC).
- Develop and deliver engaging safety training programs for employees at all levels, including new hire, job-specific training, and refresher courses.
- Conduct regular safety audits and inspections of the facility to identify potential hazards and ensure compliance with safety regulations and company policies.
- Lead and participate in incident investigations, root cause analysis, and the development of corrective and preventative actions.
- Track and analyze safety performance metrics, identify trends, and develop strategies for continuous improvement.
- Manage the facility's personal protective equipment (PPE) program, ensuring proper selection, use, and maintenance.
- Oversee the development and execution of emergency preparedness and response plans, including fire safety, spill response, and medical emergencies.
- Foster a strong safety culture throughout the organization through proactive communication, employee engagement, and leadership support.
Process Safety Management (PSM):
- Lead and manage the facility's PSM program in accordance with OSHA 1910.119, ensuring all elements are effectively implemented and maintained.
- Oversee process hazard analyses (PHAs), including hazard identification, risk assessment, and the development of recommendations.
- Manage the mechanical integrity program, including inspections, testing, and maintenance of critical equipment.
- Ensure compliance with management of change (MOC) procedures for process modifications.
- Coordinate pre-startup safety reviews (PSSRs) for new or modified processes.
- Develop and maintain operating procedures, safe work practices, and emergency shutdown procedures.
- Oversee the training and qualification of employees involved in PSM-covered processes.
- Conduct regular PSM audits to ensure program effectiveness and compliance.
Regulatory and Insurance Compliance and Reporting:
- Serve as the primary point of contact for regulatory and insurance inspections and inquiries.
- Maintain accurate and up-to-date safety records and documentation.
- Prepare and submit required regulatory reports in a timely and accurate manner.
- Stay abreast of changes in safety regulations and communicate these changes to relevant personnel.
Leadership and Collaboration:
- Provide leadership and guidance to employees on health and safety matters.
- Collaborate effectively with operations, maintenance, engineering, and other departments to integrate safety considerations into all aspects of facility operations.
- Work closely with contractors to ensure their compliance with site safety rules and regulations.
- Participate in safety committees and other employee involvement initiatives.
Qualifications, Skills, and Requirements
Qualifications:
- Minimum 3 years of progressive health & safety management experience, preferably in manufacturing or chemical processing.
- Strong knowledge of OSHA, EPA, DEC regulations; proven experience managing PSM programs.
- Skilled in safety audits, incident investigations, root cause analysis.
- Excellent communication, training, and problem-solving abilities.
- Proficiency in Microsoft Office Suite.
Additional Qualifications:
- Professional certifications (e.g., CSP, CIH, CHMM).
- Experience in ethanol production or a related chemical industry.
- Experience with safety reporting in New York State.
Physical Requirements:
- Ability to walk/stand for extended periods, climb stairs/ladders.
- Must wear required PPE and work in varied indoor/outdoor conditions.
- Ability to lift and carry up to 50 pounds.
