ABOUT THE ROLE
We are looking for a Finance Manager to lead the finance function of our Saudi Arabian operations. This role is the single finance control point for the Kingdom: one finance team serving all KSA entities. The position reports directly to the Chief Delivery Officer, with dotted-line reporting to the Group CFO and to the Chief Strategy Officer for strategic and investment, technical, reporting and governance matters.
The position carries end-to-end ownership of financial reporting under IFRS, project finance and cost control, treasury and payments, tax and Zakat, internal controls, audit and statutory compliance. The successful candidate will manage a team covering project accounting, corporate and RHQ reporting, and finance operations, and crucially lead and champion the introduction and implementation of ERP system (SAP, IFS or similar) in line with company’s strategic growth targets.
Our activities span investment, development, project management and procurement of professional services and materials rather than contracting alone, and the scope of the KSA finance function is expected to widen towards asset management, off-plan sales, hotel management and F&B operations. We are therefore looking for a technically strong and adaptable finance professional who can operate across a broad business environment.
RESPONSIBILITIES
Financial Reporting and Control
- Own the monthly, quarterly and annual closing cycle for all KSA entities and deliver reporting packs to the Chief Delivery Officer, the Group CFO and Group Finance.
- Prepare statutory financial statements in accordance with IFRS as endorsed in the Kingdom of Saudi Arabia, and coordinate external and internal audits end to end.
- Design, implement and monitor the internal control framework, accounting policies, chart of accounts and delegation of authority across all KSA companies.
- Support consolidation and group / multi-country reporting requirements of the Regional Headquarters (RHQ) structure.
Project Finance and Delivery Interface
- Act as the financial control point for all project transactions: IPC workings, certified revenue, billing to fund, advance recovery, retention and receipt allocation.
- Lead the selection of the most appropriate ERP system and implementation of it with coordinated approach by ensuring the input from all departments and functions
- Validate purchase orders, contract values, vendor invoices and three-way matching against approved project documentation, GRNs and certifications.
- Maintain the project cost ledger: direct cost, subcontractor and design cost, materials, WIP, accruals and cost-to-complete analysis.
- Produce project P&L up to gross margin, PO utilization, cost and cash forecasts, project dashboards and exception reporting.
- Assess the financial impact of variations and claims and coordinate directly with the Delivery and Projects teams on project matters.
Cash Management and Payments
- Manage cash flow forecasting in coordination with commercial team, project account funding, bank relationships, facilities support and reconciliations.
Tax, Zakat and Compliance
- Compile, review and submit VAT, WHT, CIT and Zakat filings and e-invoicing (ZATCA) obligations, and support transfer pricing and tax position documentation.
- Maintain the compliance tracker for licenses, statutory registrations and renewals, and support legal and governance documentation with the Group CFO and Legal.
Team and Governance
- Lead and develop the KSA finance team across project accounting, corporate / RHQ functions and finance operations.
- Standardize finance SOPs for project and non-project workflows and enforce them consistently across entities.
QUALIFICATIONS
- Bachelor's degree in Accounting, Finance or a related discipline.
- Professional qualification (SOCPA, CPA, ACCA, CA or CMA) is strongly preferred.
- Minimum 8 years of progressive finance experience, including at least 3 years in a Finance Manager or equivalent leadership role.
- Proven experience within the construction, real estate development or project-driven sector, with hands-on exposure to IPCs, subcontractor payment cycles, retention, advance recovery and variation orders.
- Solid, hands-on IFRS knowledge with proven full-cycle closing and statutory reporting ownership.
- Direct experience in implementation and manaegement of ERP systems similar to SAP, IFS in similar real estate development or construction related businesses
- Demonstrated audit discipline and internal control understanding; an external audit background is an advantage.
- Practical experience with the KSA legal, tax and compliance environment (ZATCA VAT, WHT, Zakat / CIT, e-invoicing, GOSI, Ministry and municipality requirements).
- Currently based in Saudi Arabia or able to relocate to Riyadh; transferable Iqama preferred.
- Professional working proficiency in English; Arabic is an advantage.
REQUIRED SKILLS
- IFRS application, financial statement preparation and audit coordination.
- Internal controls, accounting policy and process design in a multi-entity environment.
- Cost accounting and project financial control (WIP, accruals, cost-to-complete, revenue recognition on certified progress).
- Command of construction and development finance workflows: IPC and progress billing, PO and contract control, three-way matching, retention and variation orders.
- Cash flow management, payment control and bank reconciliation.
- Advanced ERP experience (SAP, Oracle, Microsoft Dynamics or equivalent) and strong Excel / reporting skills.
- Ability to work with non-finance stakeholders — project, commercial and executive management — and to hold financial control lines under pressure.
PREFERRED SKILLS
- Exposure to investment or development companies rather than pure contracting environments.
- Familiarity with off-plan sales and escrow account requirements (Wafi), asset management, hotel operations or F&B accounting.
- Experience within a Regional Headquarters (RHQ) or multi-country group reporting structure.
- Experience of working with international shareholders and group-level reporting timelines.
