Job summary

Fluor Corporation is seeking an experienced Senior Civil Engineer in Saudi Arabia to lead design activities for in-house and EPC projects. You will guide earthworks, site grading, roads, paving, drainage, and ensure safety, quality, and regulatory compliance across brownfield and greenfield scopes.

The role requires a Bachelor's in Civil/Structural Engineering with 10+ years in petrochemical/oil&gas, FEED/Detailed Design within international contractors, and strong leadership and communication

Qualifications

• Bachelor’s degree in Civil Engineering or Structural Engineering.
• 10+ years of Civil Engineering experience with earthworks, grading, roads, paving, drainage in petrochemical/oil & gas industries.
• 5–7 years with an international FEED or EPC contractor.
• Strong FEED and Detailed Design experience for greenfield and brownfield projects.
• Site/Construction experience preferred.
• Knowledge of international design codes and standards (AASHTO, ACI, API, ASTM, AWWA, NFPA, PIP).
• Experience in earthwork design (rough/finish grading) and road design.
• Experience in site development, fencing and gate design.
• Proficient with drainage design software and 3D project tools (CivilStorm, SewerGEMS, Civil 3D, Navisworks, SPR).

Responsibilities

• Perform Civil engineering design for in-house projects including earthworks, grading, roads, paving and drainage.
• Review contractor Civil designs for safety, quality and compliance.
• Coordinate Civil activities with other disciplines for integrated execution.
• Provide technical guidance to engineers and designers in the team.
• Mentor and develop junior Civil Engineers and Designers.
• Execute Civil activities for greenfield and brownfield projects.
• Prepare design calculation reports and Basis of Design documents.
• Review vendor drawings and participate in 3D model reviews.
• Support project estimating with material takeoffs and scope definition.
• Ensure compliance with international standards and local regulations.

Job Description

• Perform Civil engineering design for in-house projects, including earthworks, site grading, roads, paving, and drainage systems.
• Review and verify contractor-generated Civil designs to ensure safety, quality, compliance, and fitness for purpose.
• Coordinate Civil engineering activities with other engineering disciplines to ensure integrated project execution.
• Provide technical guidance and support to engineers and designers within the team.
• Mentor and develop junior Civil Engineers and Designers.
• Execute Civil engineering activities for both greenfield and brownfield projects.
• Prepare design calculation reports and supporting engineering documentation.
• Develop Basis of Design documents, project specifications, and engineering standards.
• Prepare scopes of work for geotechnical investigations, topographical surveys, and underground utility scanning surveys.
• Review vendor drawings and perform interdisciplinary squad checks.
• Participate in 3D model reviews using project review software.
• Prepare material take offs and support project estimating activities.
• Ensure compliance with applicable international standards, local regulations, and project requirements.

Basic Job Requirements

• Bachelor’s Degree in Civil Engineering or Structural Engineering.
• Minimum 10 years of Civil Engineering experience involving earthworks, site grading, roads, paving, and drainage design within petrochemical, fertilizer, refining, oil, or gas industries.
• Minimum 5 to 7 years of experience with a recognized international FEED or EPC contractor.
• Strong experience in FEED and Detailed Design for both greenfield and brownfield projects.
• Site and construction experience is preferred.
• Knowledge of international design codes and standards including AASHTO, ACI, API, ASTM, AWWA, NFPA, and PIP.
• Experience in earthwork design including rough grading and finish grading.
• Experience in roads and paving design.
• Experience in road geometric design.
• Experience in site development, fencing, and gate design.
• Knowledge of local regulations and standards such as HCIS and Royal Commission requirements.
• Experience in storm water drainage design.
• Experience in potentially contaminated drainage system design.
• Experience in sanitary sewer system design.
• Experience in fire water drainage design.
• Experience in evaporation pond and first flush pond hydraulic design.
• Proficiency in drainage design software such as CivilStorm, SewerGEMS, or equivalent industry software.
• Proficiency in site grading software such as Civil 3D, OpenRoads, or equivalent industry software.
• Ability to prepare engineering design calculation reports.
• Ability to develop Basis of Design documents, specifications, and engineering standards.
• Experience with 3D project execution environments and review software such as Navisworks and SmartPlant Review (SPR).
• Experience reviewing vendor drawings and conducting squad checks.
• Ability to prepare material take offs.
• Strong communication, coordination, and team leadership skills.
