Job summary

Manpower Resources India (P) Limited is seeking an AM/DM/Manager - Procurement (CAPEX / OPEX) for a Saudi Arabia assignment. The role focuses on end-to-end CAPEX and OPEX procurement for a steel plant, ensuring cost optimization, quality and timely delivery.

The candidate will lead sourcing, tendering, RFQ/RFP processes, supplier performance, and MIS reporting, while coordinating with Projects, Engineering, and Operations to maintain uninterrupted plant operations.

Qualifications

• BE/BTech in any discipline required.
• At least 5+ years of relevant experience in procurement.

Responsibilities

• Lead CAPEX procurement: sourcing, tendering, RFQ/RFP, evaluation, negotiation, contracting for capital equipment and project materials.
• Coordinate with Projects, Engineering, Finance, Legal and Operations.
• Manage OPEX procurement for consumables, spares, maintenance materials and services.
• Develop strategic sourcing and vendor management, including supplier benchmarking and risk assessment.
• Work with Maintenance, Operations, Stores and Finance to optimize inventory and procurement timelines.
• Ensure compliance with procurement policies and governance; prepare MIS and spend analyses.

Job Purpose

To manage end-to-end CAPEX and OPEX procurement for the steel plant, ensuring optimum cost, quality, timely delivery, supplier performance, compliance, and uninterrupted operations.

Key Responsibilities

CAPEX Procurement

• Lead sourcing, tendering, RFQ/RFP, techno-commercial evaluation, negotiation, and contracting for capital equipment, plant machinery, and project materials.
• Develop procurement strategies to optimize cost, quality, delivery, and project timelines.
• Coordinate with Projects, Engineering, Finance, Legal, and Operations.
• Monitor budgets, delivery schedules, procurement milestones, and project-related procurement risks.
• Conduct supplier benchmarking, market intelligence, risk assessment, and TCO analysis.

OPEX Procurement

• Manage procurement of consumables, spares, maintenance materials, and services required for plant operations.
• Ensure timely procurement support for shutdowns, maintenance, breakdowns, and routine operations.
• Float RFQs, conduct techno-commercial evaluations, negotiate, and ensure timely PO placement.
• Develop alternate sources to ensure uninterrupted plant operations.

Strategic Sourcing & Vendor Management

• Develop and manage a strong local and international supplier base.
• Drive cost savings through strategic sourcing, negotiation, value engineering, and alternate sourcing.
• Manage ARC, service contracts, framework agreements, and project contracts.
• Monitor supplier performance, quality, delivery, and commercial compliance.

Stakeholder Coordination & Inventory

• Work closely with Maintenance, Operations, Projects, Engineering, Stores, and Finance.
• Optimize inventory and reduce non-moving/obsolete stock.
• Track critical materials and expedite procurement to avoid production disruptions.

Systems, Compliance & MIS

• Use SAP MM and ARIBA/e-sourcing platforms for procurement and vendor management.
• Ensure compliance with procurement policies, audit requirements, and governance standards.
• Prepare MIS, spend analysis, savings reports, procurement dashboards, and supplier performance reports.
