Post Context

The Allied Joint Support Enabling Command (JSEC) is a joint operational level command within the Allied Command Operations (ACO) command structure. The Headquarters Joint Support and Enabling Command (HQ JSEC) provides a resilient operational-level Joint Headquarters, capable of supporting 24/7 operations to coordinate enablement (at the operational level) and, on order, the execution of reinforcement by forces (RbyFo) and sustainment flow in order to contribute to the Alliance's ability to project and sustain combat power into, across and from the Area of Responsibility (AOR), and, if required, into a Joint Operations Area (JOA).

The incumbent is responsible for directing, monitoring and coordinating all staff functions within Finance. This implies directing the work of 4 branches, supervising all allocated resources and providing support to the Command Group with all financial, contractual and internal control related aspects of running HQ JSEC as well as JSEC operations.

Principal Duties

  • As the Director of Finance/Financial Controller the incumbent leads, monitors and coordinates all HQ financial and contracting operations in JSEC
  • Advises COM JSEC regarding all financial or contractual issues and processes
  • Fulfills the Financial Controller’s responsibilities of an ACO subordinate command in accordance with the NATO Financial Regulations (NFRs) and their Financial Rules and Procedures (FRPs), and the conditions and limitations specified in the delegation of authority granted by the ACO Financial Controller.
  • Monitors and ensures the development and maintenance of the Recognized Contractual Picture (RCP) in close coordination with SHAPE Finance& Acquisition (FINAC) / Acquisition Management Branch
  • Represents the HQ to NATO Resource Committees on all matters with financial or procurement implications

Essential Qualifications

  • Minimum 10 years of progressive experience in financial management, accounting, financial reporting and control, or procurement, including 5 years in senior leadership or managerial roles.
  • Experience with the development and implementation of financial and procurement policy and procedures.

NATO Grade: G22

Basic Monthly Salary: 12,029.90€, tax free
