Position: Head of Department (m / f / d) for the "Technology" division

at the Office for Press and Public Relations

The Office of Press and Public Relations is looking for a Head of Department (m / f / d) for the "Technology" area in the "Online Communication" department starting from July 1, 2025!

  1. Manage the "Technology" department with currently five employees and be responsible for occupational health and safety matters in the area of responsibility.
  2. Design, create, develop, and manage web applications.
  3. Interface with the Imperia web content management system and develop modules and templates for Imperia and web applications.
  4. Develop tools for the administration of the City of Cologne's website.
  5. Ensure quality assurance of front-end and back-end developments of stadt.koeln, and evaluate new web and mobile technologies.
  6. Project management of IT projects, including planning, conception, and structure/layout design for online applications.
  7. Provide technical advice to city leadership and departments on online applications, and test and approve external online applications.
  8. Support and advise departments on content provision, including textual, visual, animated, or audio content for stadt.koeln and external websites.
  9. Act as deputy head of the online editorial department.
  10. Participate in work assignments outside usual frameworks for special events (e.g., elections, large-scale events).

Your active support in implementing elections and motivating employees for such functions (max. 3 days per election) is requested, with special leave and expense allowances.

Your profile:

A university degree (at least Bachelor's or FH diploma) in media informatics, business informatics, media sciences, economic sciences, administrative sciences, or Public Administration/Management.

Alternatively, you have:

  • Successfully completed administrative course two or equivalent as a tariff employee.
  • Qualification as a civil servant for career group 2, 1st entry level of the non-technical administrative service.

What else matters to us:

  • Knowledge and experience in web applications, CMS, and website administration.
  • In-depth knowledge of Imperia CMS or similar systems.
  • Experience with Git, frameworks, responsive design, Linux, databases, APIs, AI, and web servers.
  • Several years of editorial and PR experience, with online expertise.
  • Willingness to learn and perform, analytical skills, flexibility, and conflict resolution skills.
  • Service orientation, gender competence, diversity commitment, and support for work-life balance.

Desirable:

  • Knowledge in software architecture, project management, and media management.
  • Experience leading teams or groups.
  • Open and constructive communication culture.
