Ministry of Education, Children and Youth - Coordination Service for Research and Educational Innovation - Pedagogical and Technological Innovation Department.

As a Program and Evaluation Manager, you will play a key role in designing and implementing evaluation processes within our department. You will contribute your expertise by ensuring that our approaches are structured and aligned with our strategic objectives, while supporting colleagues in applying evaluation methods.

Responsibilities

  1. Evaluation strategy and implementation: Develop, refine, and implement evaluation processes at both project and department levels.
  2. Methodological support: Advise and support colleagues in selecting, applying, and interpreting evaluation methods; promote practical approaches tailored to each project's context.
  3. Project management: Manage and support projects related to process evaluation and improvement, ensuring timely delivery and high-quality results.
  4. Data collection and analysis: Conduct qualitative and quantitative data collection (surveys, interviews, focus groups, observations), analyze and summarize results for team and stakeholders.
  5. Capacity Building: Provide training and mentoring to enhance colleagues' evaluation skills.
  6. Collaboration & Communication: Work closely with internal and external stakeholders to align evaluation approaches with strategic goals.
  7. Continuous improvement: Analyze results and recommend optimizations, actively contributing to the development of evaluation practices.

Profile

  • Master's degree in economics, econometrics, applied statistics, STEM, social sciences, psychology, or related fields with an interest in education; a PhD is an advantage.
  • Strong project management skills and experience working within multidisciplinary teams.
  • Proven expertise in evaluation methods, including qualitative and quantitative approaches.
  • Ability to synthesize and present complex data accessibly to diverse audiences.
  • Knowledge of statistical tools, survey design, and data visualization.
  • Strong teamwork and interpersonal skills to support colleagues in assessment and evaluation processes.
  • Highly organized and detail-oriented, capable of managing multiple projects simultaneously.
  • Ability to work independently while fostering interdisciplinary collaboration.
  • Open-minded and creative problem-solving approach.
  • Commitment to continuous learning and professional development.
  • Experience conducting evaluations in the education sector.
  • Familiarity with the Luxembourg education system.
  • Experience facilitating workshops or training sessions.
  • Knowledge of Luxembourgish.
