For our International Cooperation department in Hamburg, we are now looking for a
Programme Specialist (m/f/d) Innovative Finance, Commercial Contracts und PPP
limited to two years / full-time (39 hours/week)
Your Tasks
- Development of the Innovative Finance portfolio as part of the Strategy and Business Development Unit
- Responsible for fundraising in the area of Commercial Contracts and Public Private Partnerships (PPP) with bilateral and multilateral donors, focusing on GIZ, KfW, EU tenders, World Bank, and instruments that finance projects in the area of PPP and address EU's Environmental, Social and Governance (ESG) guidelines.
- Represent Plan International Germany in the Global Account Management Group of Plan International to the World Bank
- Preparation of donor-specific guidelines in the area of PPP and Commercial Contracts
- Selection, conception, and planning of projects with the above-mentioned donors and financing instruments, in coordination with regional teams and Plan country offices, according to international standards and donor guidelines
- Negotiations and coordination with relevant stakeholders (in-house acquisition offices, donors, other national organizations from the Plan network, consulting firms, investors)
- Support of Plan country offices during initiation of Commercial Contract or PPP/ESG projects, including training and orientation (decentralized and on-site)
- Regular analysis of Plan International Germany's income developments
Your Profile
- Successfully completed studies (preferably Master's or Diploma), ideally with an economic background or a focus on innovative finance and commercial contracts
- At least three to five years of professional experience in development cooperation or humanitarian aid, in Germany and/or abroad (minimum two years abroad or practical work experience with relevant instruments/donors)
- Experience in fundraising with public donors, project management (PCM), and implementing public funds according to donor guidelines
- Ability to work in tropical environments and willingness to travel on short notice and for extended trips
- Very good written and spoken German and English skills; knowledge of French and Spanish is advantageous
- Proficiency in MS Office
- Team player, flexible, solution-oriented, and strong communicator
