The Infrastructure Program/Project Manager will oversee the planning, execution, and delivery of international infrastructure projects in support of U.S. Government counternarcotics initiatives. This role requires strong construction management experience, including coordination with host nation stakeholders, adherence to local building codes and permitting processes, and effective management of multiple concurrent projects in complex international environments.

The Infrastructure Program/Project Manager will oversee the planning, execution, and delivery of international infrastructure projects in support of U.S. Government counternarcotics initiatives. This role requires strong construction management experience, including coordination with host nation stakeholders, adherence to local building codes and permitting processes, and effective management of multiple concurrent projects in complex international environments.
*** Role is based in Germany, can be located anywhere within the country***
Compensation & Benefits:
Estimated Starting Salary Range for Infrastructure Program/Project Manager : Pay commensurate with experience.

Infrastructure Program/Project Manager Responsibilities Include:
Provide on-site Program/Project Management and Quality Control of all counter narcotics infrastructure projects contracted and managed by AMIC in the Combatant Commands’ (CCMDs) Area of Operation (AOR).
Conduct initial site surveys, developing related reports, solutions and plans for future construction projects
Prepare programming narratives (requirements and description of proposed projects) for facility and related infrastructure projects-
Assist in developing cost estimates
Coordinate and assist with development of performance work statements (PWS) and related specifications
Coordinate and plan of project activities with the leadership of the local government administration for project details, design, quality control of project & construction work at CNSP funded projects in CCMD’s AOR (e.g., Central Asia, Europe, Africa, and Middle East
Coordination between Host Nation Agencies, US Embassy officials, and AMIC personnel to develop scope of work
Assist to develop future Projects IAW approved list(s) and priorities
Frequent visits to remote construction sites contracted and managed by AMIC
Travel to Continental US (CONUS) for periodic meetings with Requirement Owners
Provide feedback to AMIC Multi-Functional Team on infrastructure progress, problems, concerns; suggest solutions and resolve issues relating to the project
Provide liaison duties with the local contractor, Host Nation Agencies, CCMDs, AMIC, and the US Embassies
Evaluate deliverables (design submittals, material submittals, progress reports, project schedules, etc.)
Monitor and inspect active construction projects
Conduct final acceptance inspections, project turnover, and document findings to provide to AMIC for final acceptance
Work location/duty of performance will be in Europe (preferably Germany) to centrally support taskings/request from CCMDs (e.g., USEUCOM, USAFRICOM, USCENTCOM) and/or AMIC. Must be able to arrive at CCMD AOR (temporary duty location) within 24 hours of travel start
Performs other job-related duties as assigned
Infrastructure Program/Project Manager Experience, Education, Skills, Abilities requested:
Associate’s degree is required in an engineering, architecture, construction, or associated technical field is required. Training courses in construction inspection, construction management, and project management.
Must obtain a Quality Engineer Certification with an accredited and certified ANSI National Accreditation Board under the ISO 17024 standard within one (1) year of hiring notification.
Minimum of 10 years’ experience in construction management, construction superintendent or similar construction related field is required. Experience/knowledge of host nation permitting. building codes and construction means and methods is required.
Ability to read and understand construction drawings (blueprints) is required.
Program Manager with extensive international project management background is desired.
