Organisation Summary and Post Context:

Headquarters JSEC provides a resilient operational-level Joint Headquarters, capable of supporting 24/7 operations to coordinate enablement (at the operational level) and, on order, the execution of reinforcement by forces (RbyFo) and sustainment flow to contribute to the Alliance's ability to project and sustain combat power into, across, and from the Area of Responsibility (AOR), and, if required, into a Joint Operations Area (JOA).

The Support Directorate (SPT) offers cross-functional expertise in Supply and Services, HNS Military Engineering (MILENG), Medical Support, Maintenance, CIS, Human Resources (HR), and Logistics Information Management.

The J6 Division develops and implements policies, plans, and procedures for CIS and Information Assurance (IA).

The Communications and Information Systems Branch manages CIS, service status, spectrum, network management, and CIS engineering requirements for exercises and operations.

The incumbent ensures interoperability of all Functional Area Services within HQ JSEC and with other headquarters, supporting CIS interoperability exercises.

This position reports to OJ C R C CX 0010 – Branch Head (CIS), OF-4.

Main responsibilities:

  1. Acts as CIS OPR for interoperability during operations and exercises; participates in planning meetings.
  2. Supports CIS configuration management within HQ JSEC.
  3. Assists in the implementation, maintenance, and support of NATO Functional Area Services.
  4. Helps connect services of Functional Area Service Managers.
  5. Ensures CIS interoperability between HQ JSEC, lateral commands, and JFCs.
  6. Initiates IT support in case of shortfalls in the IT architecture.
  7. Liaises with NCIA, Ulm’s Garrison Support Group, and NCISG.
  8. Coordinates CIS architecture maintenance with the operational community.
  9. Manages delegated funds and acts as Deputy Fund Manager.

As a Deputy Fund Manager, the incumbent:

  1. Manages specific allocations of funds from HQ JSEC’s budget.
  2. Advises the Division Chief on funding and requisitions.
  3. Validates requirements, prioritizes, and de-conflicts them.

As an Authorized Requestor, the incumbent:

  1. Validates and endorses requests on behalf of their division and submits them to Fund Managers.
  2. Tracks requirements through procurement and develops technical specifications.
  3. Certifies the Minimum Military Requirement (MMR).

Qualifications:

University degree in IT, computer science, networking, communications, or related, with 2 years of relevant experience, or higher secondary education with advanced vocational training and 4 years of experience.

Experience in Command and Control support, cyberspace support, and employment of communications and information services.

Desirable NATO courses include C4ISR Orientation, COP Management, FAS Operational Usage, NATO Orientation, and LOGFAS Fundamentals.

Language skills:

English – NATO Standard Proficiency 3333.

High-level contacts within NATO, NATO agencies, national defense ministries, and other military and civilian personnel.

Contribution to the Objective:

Acts as SME for CIS/Cyber, supporting interoperability and NATO CIS/Cyber development, enabling effective planning and maintenance of CIS/Cyber capabilities in wartime, crisis, and peacetime.

Special Requirements:

Potential deployment support, TDY, and operational duties supporting NATO's strategic objectives. Deployment may exceed 30 days and be on short notice.

Security Clearance:

Must obtain NATO SECRET clearance before employment.

Contract:

Initial three-year contract, renewable or extendable, with NATO Civilian Personnel Regulations applicable.
