This position is located at the Child Development Center/School Age Center, Wiesbaden, Germany.

Duties
- Plan and implement a comprehensive training and professional development program that promotes positive growth and development of children and youth in accordance with all applicable regulations and standards.
- Design, administer, and conduct Foundation, Annual/On-Going training requirements based on course outlines. Conduct training both on-the-job and in classroom settings based on developed training plan.
- Design and implement an annual CYS program plan including training goals and objectives, a plan to meet individual staff needs, and a curriculum framework that encompasses the social, emotional, physical, and cognitive development of children/youth.
- Observe in appropriate program settings throughout all hours of operation to assess and evaluate staff competency and provide feedback.
- Manage the program budget, conduct written analyses of budget variances, and prepare justifications for funding of program resources. Perform other duties as assigned.
Requirements
- Must be at least 18 years of age at the time of appointment.
- Must have a valid Social Security Card and be enrolled in direct deposit.
- A one-year probationary period may be required.
- May be subject to irregular hours, including evenings and weekends.
- Subject to satisfactory completion of all pre-employment checks, including a Child Care Tier 1 background investigation.
- Must successfully complete the Crime Control Act and maintain compliance.
- Satisfactory performance, successful completion of training, and demonstrated on-the-job competency are required.
- Travel to on- and off-post locations may be required.
- Must have a current health assessment documenting good mental and physical health, freedom from communicable diseases, and up-to-date immunizations in accordance with Army and DoD policies, including annual influenza vaccinations.
Qualifications
Education must be directly related to the position (general psychology/sociology courses are not qualifying).
(QUAL 1) Successful completion of a bachelor's degree or higher, including or supplemented by at least 24 semester hours in child development (including related behavioral sciences), childhood education, or other relevant fields.
For positions in CDC, FCC or CLEOS: Early Childhood Education, Child Development, and/or Elementary Education.
For positions in SAS: Early Childhood/Child Development; Youth Development; Elementary or Secondary Education.
OR
(QUAL 2) Combination of education and experience, including at least 24 semester hours in an appropriate CYS field and relevant work experience demonstrating the necessary knowledge, skills, and abilities.
In addition, candidates must possess:
- At least twelve (12) months experience working in child and youth programs.
- At least one year of experience in similar work at a level requiring application of the position's knowledge, skills, and abilities.
- The ability to plan and organize work, analyze problems, gather data, and identify solutions.
- Experience in planning and conducting training for child and youth staff.
- Effective oral and written communication skills.
Highly preferred candidates will possess all of the following:
- Minimum 3 years of experience with CYS within the last 5 years.
- 1 year of experience as a manager/trainer in CYS.
- Knowledge of COA / NAEYC / CDA / MSA accreditations.
