Job Description

The State Office for the Environment Rhineland-Palatinate - Mainz office - is seeking to fill the following full-time, permanent position in Department 2 "Trade Inspection" in Unit 27 "IT Specialist Applications Trade Inspection" as soon as possible:

Officer (f/m/d) for the digitalization of trade supervision

The State Office for the Environment is responsible for the operation and further development of the complex central IT system for trade supervision in Rhineland-Palatinate (ISGA), with the support of which the supervisory authorities for commercial enterprises (the structural and approval directorates of North and South) carry out their various tasks. The digitization of commercial application procedures in accordance with the regulations of the Online Access Act (OZG) and digitized communication with other authorities and institutions represent the central challenges of the next few years, both processes within the state of Rhineland-Palatinate and the cooperation of all federal states within the framework of OZG services are processed and coordinated.

The area of responsibility of the advertised position includes in particular

  • Organizational, technical, professional and financial project management and coordination for implementation and reuse projects within the framework of the Online Access Act (OZG)
  • Requirements management
  • Communication and coordination with other authorities and steakholders
  • Management and commissioning of all external IT service providers, including financial management
  • Initiating and managing the development, implementation and maintenance of an information security management system (ISMS) and the procedures used for this.
  • Ensuring and organizing the operation and hosting of OZG online services as well as interfaces to specialist procedures of the trade supervisory authority (e.g. ISGA)
  • Participation in specialist and technical steering and control committees and expert groups

Note: It is intended that the future job holder will be seconded to the Ministry for Climate Protection, Environment, Energy and Mobility Rhineland-Palatinate for the first four years of employment to perform the tasks described above. Following this, the employment relationship will continue uninterrupted at the State Office for the Environment in Unit 27 "IT specialist applications for trade supervision".

Depending on the personal requirements, employment will be as a civil servant or as an employee:

  • Civil servants: in the 4th entry-level post up to salary group A 13 LBesG
  • Employees covered by collective agreements: depending on the collective agreement and personal requirements: - with a Master's/Diplom Univ. degree in pay group 13 TV-L
  • with a Bachelor's degree Diplom FH in pay group 12 TV-L

Educational qualification

Requirements For The Application Are

  • A successfully completed university degree (Bachelor, Diplom FH, Master or Diplom Univ. / TH / TU) in the field of public administration, computer science, IT governance, IT management or in a comparable field of study with a strong IT focus

Requirements

In addition, the following are expected:

  • Good knowledge in the field of IT project management
  • good written and oral communication skills in German (comparable to at least level C1 of the Common European Framework of Reference for Languages)
  • Knowledge of MS Windows and MS Office in network environments

Advantageous Are

  • Practical experience in responsible (partial) project management or collaboration in small to medium-sized IT projects
  • Current project manager certification according to IPMA or PMI
  • Practical experience in the use of project management tools (e.g. Jira, Confluence, MS Project, etc.)
  • In-depth knowledge in the area of the Online Access Data Act (OZG)
  • Knowledge of ITIL service management processes
  • Knowledge of current IT security procedures (e.g. IT-Grundschutz of the Federal Office for Information Security (BSI) or General Data Protection Regulation (GDPR))
  • Basic knowledge in one of the subject areas of trade supervision (e.g. occupational health and safety, immission control, radiation protection, plant, chemical and product safety)
  • Basic knowledge of the relevant laws and regulations (e.g. VwVfG, OZGÄndG, RegMoG, LHO, VgV)

We are looking for a reliable, flexible, team-oriented and independent personality with a high sense of responsibility and initiative, who also has good communication and organizational skills as well as technical understanding and IT affinity.
