The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following : 1.1 Description of Services / Introduction : This is a non-personal service(s) JOB DESCRIPTION to provide Contemporary Musician Services in support of the USAG Wiesbaden Command Master Religious Plan. The worship musician shall perform to the standards in this JOB DESCRIPTION. 1.2 Background : The Chaplain’s program mission is to provide religious service elements to include worship services for soldiers and their family members, civilians, and other authorized personnel Worship services fall under the responsibility of the Garrison Chaplain. This JOB DESCRIPTION is for musician services in support of the USAG Wiesbaden Command Master Religious Plan. The Worship musician shall work within the pluralistic military chapel environment, in cooperation with other congregational leaders to meet the needs of the congregation. 1.3 Scope : The Worship musician shall provide all personal, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform services as described in the JOB DESCRIPTION and associated contract documents, except for those items specified in Part 3 of this JOB DESCRIPTION. The Worship musician shall perform to the standards and acceptable quality levels identified in this JOB DESCRIPTION and associated contract documents. This JOB DESCRIPTION is intended to be flexible to accommodate reasonable adjustments in response to fluctuations in congressional population and evolving worship service types and schedules. The Government will assess any proposed modifications resulting from these conditions to determine if they remain within the overall intent and general scope of this JOB DESCRIPTION. All changes will require a written contract modification. 1.4 Objectives : The Worship musician shall provide Contemporary Musician services during the designated worship services. The Worship musician shall play piano, sing, and simultaneously lead congregational worship in Contemporary style song. The Worship musician shall utilize volunteer musicians and singers to enhance the worship experience. The Worship musician shall select songs in conjunction with themes from the Chaplains who lead the worship service. The Worship musician shall lead weekly rehearsal. The Worship musician shall conduct services in English. 1.5 Worship musician Qualitifications : The Worship musician shall submit a resume and / or CV showing demonstrated experience meeting the requirement of the JOB DESCRIPTION to the COR no later than seven (7) days after contract award (Deliverable #8). Required experience / qualifications include : No less than two (2) years of experience leading / performing in religious worship settings. Ability to read music and play the piano and / or electric keyboard. Ability to lead vocally from the front. Ability to provide responsive communications through various mediums and methods (i.e. email, text message, telephone calls, in person). 2.1 Basic Services : This is a non-personal service(s) JOB DESCRIPTION between the USAG Wiesbaden Religious Support Office (RSO) and the Worship musician to perform tasks and provide the deliverables identified within the JOB DESCRIPTION. This JOB DESCRIPTION defines the worship musician’s requirements / deliverables and ensures the individual free exercise of religion for military personnel, their family members, and authorized personnel. The Worship musician shall provide musician services to play piano, sing, and simultaneously lead congregational worship in Contemporary style song in support of military religious and worship activities. The Worship musician shall provide support to the Religious Support Office (RSO), Chaplains, and Religious Affairs Specialists for the Department of the Army (DA). The Worship musician shall facilitate the communal, public worship life enhancing full and active participation of the assembly / congregation through provision of musical environment for a contemporary worship service, in collaboration with Military Chaplain, Chaplain Staff, Religious Affairs Specialists, and Civilian workforce. Chapel Worship Services provide and ensure the free exercise of religion for Soldiers, their family members, Department of Defense Civilians, and other authorized personnel in the military community. Music is a crucial part of the worship element and it plays an important role in enhancing the worship experience of participants. All services under this JOB DESCRIPTION are to be performed by an adult. The Worship musician shall be fully qualified to perform the required services without any supervision or direction by Government Personnel. 2.2. Scope of Work : 2.2.1 This JOB DESCRIPTION does not create an employer-employee relationship between the Government and Worship musician, as well as any corporation, partnership, business association, other party or legal entity with which the Worship musician may be associated. The Government assumes no responsibility for costs incurred for services performed by the worship musician that are not included in this JOB DESCRIPTION. There are no provisions for lodging, employee benefits, medical care, retirement or workmen's compensation insurance. Payment will be made monthly on a per service basis. 2.2.3 The Worship musician shall provide support for those services for which no Unit Ministry Team (UMT) members (Chaplains and Religious Affairs Specialists), RSO Department of the Army (DA) Civilians and volunteers can provide. The contract cannot duplicate duties required or provided by these entities as contracted services are an exception to policy. 2.2.4 This JOB DESCRIPTION is not a fulltime position with a standard 9 : 00 AM to 5 : 00 PM, Monday through Friday-type work environment. Workdays and hours may vary according to the approved Calendar of Events, tasks outlined in the contract CLINs and the time of meetings. Many of the tasks will require holiday, evening, and weekend hours. 2.2.5 No UMT member, military member, DA Civilian, fellow worship musician or volunteer can supervise or direct the Worship musician or control the method by which the Worship musician performs the required tasks. Under no circumstances shall a work schedule be prepared for the Worship musician or the impression be given that the Worship musician is an employee of the Government. It is the responsibility of the Worship musician to guard against any actions that are of the nature of personal services, give the impression of personal services or portray the Worship musician’s position as that of an employee. 2.2.6 Under no circumstances shall a Worship musician provide direction to a Religious Affairs Specialist (RAS), general military member, a DA Civilian, fellow worship musician or volunteer, nor shall the Worship musician represent in an official capacity of the Federal Government, U.S. Army or the local congregation that the contract supports. 2.2.7Period of Performance : The Government seeks a five-year contract consisting of a twelve (12) month base plus four (4) 12-month optional periods of performance. 2.2.8Place of Performance : The place of performance for the Contemporary Service is at Hainerberg Chapel, USAG Wiesbaden. Other RSO office or event locations located on USAG Wiesbaden in accordance with published religious worship and observance will have schedules. If the service should change location, the worship musician will move with the service and not be tied to the location. Services related to the requirement of this JOB DESCRIPTION may be executed at other locations upon approval of the COR at no additional cost to the Government. 2.3 Specific Tasks - Pianist and Vocalist Musician Services) 2.3.1 Worship musician shall play piano, sing, and simultaneously lead congregational worship in Contemporary style song to include preludes, postludes, offertory, accompanying singing of hymns / choruses / spiritual songs and the choir, background music for meditation, prayers, and communion as the lead chaplain and his team decides is best. 2.3.2 Worship musician shall perform in accordance with the following schedule. ServiceWorship Rehearsals LocationHainerberg Chapel Frequency / Times To be Determined Quantity 52 2.3.5 The Worship musician shall arrive thirty (30) minutes prior to the scheduled service or rehearsal and remain at least five (5) minutes following the benediction. 2.3.6 The Worship musician shall perform at all scheduled services and miss no more than two (2) per year. 2.3.7 The musician will work with Chapel Leadership Team when choosing music for worship. Musician will provide monthly song selections to the Chapel Leadership Team one (1) month prior to playing. Chapel Leadership will provide positive input on song selections as well to provide suggestions for the song list based on sermon topics or series.
