Job Description

Position: Programme Officer (HR Budget and Programme Monitoring)

Unit: CSH, FAO headquarters, Rome, Italy

Type: Staff, Fixed‑term (2 years, possibility of extension)

Posting and closure dates: 22 Dec 2025 – 12 Jan 2026, 10:59 PM

Overview

The role supports HR budget planning, programme monitoring, and analysis across FAO. Responsibilities include preparing and revising medium‑term plans and budget proposals, monitoring budget implementation, analysing PBRs, supporting HR strategy alignment, and overseeing business continuity planning.

Key Functions

  • Prepare and revise medium‑term plans and related budget proposals.
  • Review and analyse quarterly Periodic Budgetary Reports, prepare forecasts and narratives.
  • Monitor overall budget implementation, prepare performance reports, and recommend reallocations.
  • Support HR strategy and Action Plan monitoring, track KPIs, outcomes and outputs.
  • Identify, assess and monitor risks at divisional and unit levels.
  • Coordinate inputs for committees and corporate compliance reporting.
  • Support development and monitoring of Business Continuity Plan.
  • Prepare documents, reports, and internal guidelines on budgets and planning.

Qualifications

Advanced university degree (Master’s or equivalent) in business administration, budget or related field.

Experience: Three years of relevant experience in budget preparation, analysis and monitoring for large programme management.

  • Proficiency in English (C level) and another FAO official language at B level.
  • Working knowledge of Oracle ERP, budget monitoring tools, and HR platforms.
  • Experience in audit response and monitoring of audit recommendations.
  • Experience in reviewing and monitoring HR strategies and action plans.
  • Familiarity with data visualization tools (charts, dashboards).
