Overview
You will serve as a Supervisory Contract Specialist in the Department of the Navy, NAVAL FAC ENGR CMD EUROPE SW ASIA, Italy.
Duties
- You will provide administrative and technical supervision to a staff which includes Supervisory Contract Specialist, Contract Specialist and Procurement Technicians.
- You will be responsible for dealing directly with officials outside of the organization to ensure mission requirements are met, and advising management officials, to include high level military and civilian, on policy or in circumstances of conflict.
- You will make decisions on work problems presented by subordinate supervisors or contractors, accepting, amending, or rejecting work as appropriate.
- You will evaluate subordinate supervisors and serve as the reviewing official for evaluations of nonsupervisory employees rated by subordinate supervisors.
- You will evaluate, interview and recommend selections for subordinate supervisory positions.
- You will be responsible for providing Equal Employment Opportunity (EEO) support to ensure equal opportunity within area of accountability.
- You will lead the administration for facilities construction, design, and services affecting major agency programs and having a significant impact on contractors\' operations and on local geographic areas.
- You will develop and maintain processes and procedures to ensure consistency with regulations and policies, NAVFAC BPMS, and other NAVFAC policies/guidance.
Qualifications
In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector, including:
- Performing both pre-award and post-award contracting functions relating to the planning, development, advertisement, award, and administration of contracts for design, construction, alteration, maintenance, and facility support services.
- Contracting policies and practices, performance requirements, and negotiation techniques to serve as lead negotiator in the acquisition of design services, systems, and construction.
- Directing, coordinating, and overseeing the work of subordinate supervisors and non-supervisory personnel.
Applicants must meet Department of Defense qualification requirements for 1102 contracting positions and the Title 10 requirements found in the linked references. Experience may include paid and unpaid work, including volunteer service. This position requires compliance with defense acquisition workforce certification requirements and related continuous learning.
Education
Applicants must meet the Basic Education Requirement: a bachelor’s degree from an accredited institution. The education requirement applies to individuals entering DoD GS-1102 positions on or after October 1, 2000. Certain exemptions apply for current DoD civilian personnel and military members with related experience.
