TITLE: Senior Sensor Operator

LOCATION: Deployable Air Command & Control Centre (DACCC)

Employment contract: Definite Duration contract – 2 years

1.POST CONTEXT

The Deployable Air Command & Control Centre (DACCC) mission is three-fold: to prepare and enable the deployment of the Deployable Air Control Centre, Recognised Air Picture Production Centre and Sensor Fusion Post (DARS); to train and prepare the Deployable Air Operations Centre (D-AOC) personnel to supplement the NCS JFAC HQ at Ramstein and, if the need arises, to supplement any forward deployed AirC2 elements; and, to conduct initial functional and specific AirC2 training for AirC2 personnel, (for the NCS JFAC HQ, and NFS and Partner nation AirC2 communities). A Deployable Sensors Branch (DSB) is also included in the DACCC.

The Combat Service Support Division is responsible for the support and implementation of the deployable sensors, DACCC garrison support activities, deployment support, communication and information systems (CIS), Engineering and logistic and mobility matters relating to the DACCC.

The DSB is responsible for operating and maintaining the NATO Deployable Air Defence Radar (DADR) and NATO Deployable Passive ESM Tracker (DPET) Systems in garrison and during deployments. Main role is to provide necessary Air Defence data in order to allow the DARS to perform air surveillance identification and air mission control tasks in support of operations.

The Electronic Support Measures Team 2 (ELlNT) is responsible for supporting the Sensors deployment, preparation and execution and for operating the Deployable Passive ESM Tracker (DPET) systems when deployed.

The Electronic Intelligence (ELINT) Sections (1 & 2) are responsible to support the Sensors’ deployment preparation and execution, and to operate the DPET systems when deployed. The Sections are responsible to execute the training plans for the operators’ readiness and currency. The Sections are responsible to maintain and regularly update the database associated to the DPET Systems. Additional external support, as described in AIRCOM Augmentation Plan, is required in order to conduct long-term operations.

2.DUTIES

The main duties are:

Perform, during shift hours, collection, exploitation, analysis and assessment, production, and dissemination of ELINT data from DPET sensors in support of planning, operations, decision-making, targeting, exercises and training.

Perform recognition and tracking of the emitters by type or Specific Emitter Identification (SEI).

Ensure NATO ELINT communications, tools, and technology are adequate to protect, process, identify, and provide ELINT information to the DARS in a timely manner.

Operate DPET system in garrison, during operations and exercises during shift hours.

Conduct live reporting of Air Defense information to external entities

Assist ELINT Analyser Officers in management of ELINT database

Coordinate and exchange Air Defense information with external entities

Participate in OJT (on the job training) or other scheduled DPET training.

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract. The work is normally performed in a Normal NATO office working environment / Secure office environment with artificial light and air (e.g. Bunker). The incumbent may be required to undertake operation deployments and/or TDY assignments both within and without NATO's boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days,and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required. Normal Working Conditions apply. The risk of injury is categorised as: No risk / risk might increase when deployed.

3.QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

Higher Secondary education and completed higher vocational training leading to a formal technical or professional certification with 4 years post-related experience, or Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 6 years post-related experience.

At least 2-years experience in ELINT units or as Sensor Operator.

Acceptable experience includes providing military electronic intelligence support at various levels of command;

Involvement in the intelligence collection management process;

Experience in providing electronic/signals intelligence support to joint and multinational operations.

Must have an English Standard Language Proficiency level SLP 3322 based on NATO standards

DESIRABLE

2 years function related experience, or a Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years related experience.

Operational training in deployable active and passive radar systems.

Driving license equivalent to European Class C + E.

Practical background in ELINT operations functions including experience with Passive Electronic Support Measures (ESM) sensors

Understanding of CIS environment related to the electromagnetic spectrum.

Additional experience in supporting operations, preparing intelligence assessments, managing or using intelligence data handling systems, and exchanging intelligence with other units/agencies/organizations.

Experience as an instructor of electronic intelligence activities

4.POSITION AND CANDIDATE PROFILE

Knowledge and Experience:

The incumbent works in Deployable Sensors Branch and interacts with a wide variety of internal and external contact with NATO organizations, HQ personnel, HQ AIRCOM; therefore, good communications skills and a cooperative approach is required. The incumbent must be able to think clearly and calmly under pressure. The incumbent must possess the ability and experience to provide on the job training and the ability to assess technical situations and take appropriate action or recommend solutions.

Problem Solving

Many dissimilar subjects, which require different ranges of personal/intellectual skills Lead performing scheduled and unscheduled maintenance activities; troubleshooting, inspection, testing, adjustment and resolving technical problems of radar systems, components, and related support equipment, supervision and participation in execution of movement/installation/de-installation of radar assets during deployment/redeployment.

Managerial Responsibilities

Plans and coordinates shift work details according to established priorities, performing duties as shift supervisor.

Professional Contacts

There is a variety of internal contacts, mainly with Section Head and Branch Head, which require sensitivity, tact, and persuasion.

Contribution to Objectives

The position directly involves maintenance activities, which affects the DACCC’s mission accomplishment.

5.CONTRACT

This is a Nationality Undetermined (NU) Military post that will be filled temporarily with a NATO International civilian, for a limited duration of two years. Please note that this post is still subject to Nation's agreement. NATO International Civilians will be offered a contract in accordance with the provision of the NCPRs.

The basic entry-level monthly salary for a NATO Grade10 (B-4) in Italy isEuro 4,041.51 which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
