UNFPA Albania, National Consultant – Revision of National Youth Strategy 2022-2029

Job Purpose: UNFPA Albania is seeking a national consultant to support the Ministry of State for Youth and Children in revising the National Youth Strategy 2022-2029 (NYS). The consultant will incorporate the United Nations Youth Peace and Security (YPS) agenda, align with EU accession priorities, and deliver a cost‑effective, evidence‑based strategy to improve youth outcomes in Albania.

Responsibilities:

  • Conceptualise methodology for NYS revision; consult and agree methodology with MoYC, UNFPA and UNDP.
  • Conduct data collection and analysis; prepare first draft revised NYS with YPS integrated.
  • Co‑ordinate with the other national consultant to ensure costing for 2025‑2029 is included in the draft.
  • Submit draft and revise based on comments from MoYC, UNFPA and UNDP; validate final draft.
  • Deliver final document to MoYC, UNFPA and UNDP within agreed schedule.

Deliverables (summary):

  • Conceptualisation of methodology (deadline: August 2025).
  • Revised NYS with cost‑analysis (deadline: October 2025).
  • Final endorsement by MoYC (deadline: December 2025).

Qualifications and Experience:

  • University degree in social/political sciences, economics, law, international affairs, communication or related fields.
  • Minimum 5 years of professional experience in youth policy analysis/research/development and in costing youth policy implementation.
  • Experience supporting institutions, agencies or CSOs in YPS agenda implementation in Albania or Western Balkans.
  • Strong report‑writing and analytical skills; experience working with MoYC and youth CSOs or groups.
  • Excellent written and spoken English; fluency in Albanian.

Languages: English (must be fluent), Albanian (must be fluent).
