Activity & Main Responsibilities

The HSE Manager is appointed for major projects and in case of Consortium or ATI. He reports to the Site Manager and is responsible for:

  • Supporting and monitoring the implementation of the Tecnimont HSE Policy and HSE Management System at the site.
  • Performing Job Hazardous Analysis (JHA) and participating in Job Safety Analysis (JSA).
  • Verifying the adequacy and application of the Site HSE Plan and all related procedures, and preparing revisions as necessary.
  • Updating HSE documentation throughout all construction phases as needed.
  • Ensuring subcontractors perform their activities in accordance with all applicable HSE procedures, regulations, and standards, and promoting necessary actions to ensure compliance.
  • Organizing, planning, and participating in periodic HSE walk-arounds, inspections, and audits on site; preparing reports, action plans, and verifying follow-up and timely execution of corrective actions.
  • Organizing, coordinating, and participating in site HSE training activities.
  • Leading all relevant site HSE meetings.
  • Cooperating with the client concerning the issuance of work permits.
  • Investigating work accidents to identify corrective measures to prevent reoccurrence.
  • Maintaining accident records and identifying areas requiring preventive measures.
  • Promoting personnel training and indoctrination.
  • Leading and coordinating the Site HSE Committee activities, which include contractor and subcontractor HSE representatives.
  • Leading and coordinating the site emergency response and fire prevention teams, organizing training and emergency drills.
  • Preparing HSE sections of construction monthly progress reports and other periodic reports.
  • Updating Site HSE Statistics, and verifying performance against project and corporate HSE objectives, targets, and performance indicators.

Propose recovery plans in case of mismatches.

Knowledge & Qualifications

Skills required:

  • Undergraduate degree in Construction Management or relevant Engineering discipline.
  • Minimum of 8 years experience in construction, particularly in the Oil & Gas or Petrochemical industry involving heavy construction sites with mechanical, electrical, and piping installations.
  • Knowledge of OSHA construction regulations and lockout/tagout requirements.
  • Client-focused approach.
